Research On Government Supervision Of Third-party Service Trusteeship Of Safety Production In Industrial And Trade Enterprises

Safety is one of the most basic human needs put forward by American psychologist Maslow.Safe production is a long-term basic national policy of our country and an important foundation for social and economic development.All aspects of human life are inseparable from safe production.Since the 19 th National Congress of the Communist Party of China,production safety has been raised to a height never seen in history,and the concept of safe development has become more and more popular.On September 1,2021,the implementation of the new production safety law further clarified the concept of "people-oriented and safe development",and put forward new safety goals and tasks for the next century.Entering the new development journey,with people’s lower and lower tolerance of accidents,safety management is also facing new challenges.Third party service trusteeship,as an important part of government safety supervision,is also playing a more and more important role in enterprise safety production activities.Through the introduction of third-party service hosting,make up for the shortcomings of government services,help small and medium-sized enterprises solve the problems of "not managing,not managing and not wanting to manage",and further improve the efficiency of government safety supervision.Starting from reality,this paper takes the third-party service trusteeship in J District of Z City as the research object,analyzes the work of J district government in the third-party service trusteeship management,grasps the measures and achievements taken by the government in the third-party management,analyzes the problems,causes and puts forward solutions through the methods of literature,field interviews,investigation and research,and using the theory of public management.At present,the government has insufficient awareness of third-party services,the management mechanism is not perfect,and the management work is difficult to implement in place.At the same time,the single management mode,insufficient incentive and low enthusiasm of the third-party service cooperation management restrict the effect of the third-party safety service.In addition,the government’s lax control on the assessment of third-party services,the rationality and operability of indicators are not strong,and the absence of government law enforcement leads to chaos in the third-party security service market.The research shows that the service effectiveness of third-party service trusteeship is inseparable from the effective supervision of the government.The government should continue to make efforts in supervision service guarantee,infrastructure management construction and market environment protection,play the role of "bridge" between enterprises and third parties,strictly control the construction and passage of "bridge",and ensure the safe,stable and reliable passage of "bridge".
