With the economic globalization and proposal of "the Belt and Road" initiative,great opportunities have been provided for cement engineering enterprises to develop the overseas market.China’s cement engineering enterprises gradually reach out to the world,and play a more and more important role in the world cement engineering industry.General contract projects of overseas cement engineering construction are characterized by long period,difficulty in construction,and numerous participants,etc.Therefore,there are huge risks in the entire life cycle of projects.During the risk assessment and management process,risk assessment systems and countermeasures meeting the features of projects must be adopted to ensure the realization of risk assessment and management goals.Effective assessment and management of project risks can help realize the prospective earnings of projects.Company K is a famous general contractor in the cement engineering industry,and Project Q is the installation project of a cement production line(5,500 tons/day)in Azerbaijan.As the general contractor of project Q,Company K should be responsible for the installation and commission of the entire factory,and repairing all deficiencies within the warranty period.Specifically,it shall be responsible for the installation of mechanical equipment,non-standard equipment,electrical and automation equipment,manufacturing and installation of non-standard parts and steel structure work,commission and trial production of the insulation works,kiln project and package plant.In this paper,research and analysis is mainly carried out in the background of risk assessment and management for Project Q.Firstly,theories related to the risk assessment and management are introduced,and on this basis,the status of risk assessment and management of Project Q is researched,and three major problems are found out:improper setting of risk assessment and management group,lack of quantitative risk assessment process and missing of measures in dealing with risks.It is found out by looking into the reasons that Company K fails to include risk assessment and management into the appraisal system,or pay attention to the cultivation of risk assessment and management talents.Meanwhile,the execution of risk assessment and management system is less rigid.Consequently,the risk assessment and management of Project Q is still in an extensive stage.By referring to risk assessment and management theories and combining the practical conditions of Company K,countermeasures and suggestions of improving the risk assessment and management of Project Q in scientific methods are proposed.To be specific,it is proposed to improve the risk assessment and management ability of managers through diversified and multi-level training,to adjust the setting of risk assessment groups,to introduce AHP to carry out quantitative assessment of risks,and to compile refined risk handling measurements,so as to enhance the risk assessment and management ability of Project Q and realize the goal of risk assessment and management for the project.
