Research On The Thought Of Scientific And Technological Security Of The Communist Party Of China

Science and technology play a revolutionary role in the process of history and play a driving role in the development of history.From the perspective of the course of human development,science and technology have always maintained its important position in promoting social change,and also promoted earth-shaking changes in the international community and international political pattern.With the wide application of science and technology in production and life,its influence has gone beyond science and technology itself,penetrated into political,economic,military and other fields,and the problem of science and technology security has become increasingly serious.As an important element of national security,science and technology security has an increasing impact on national security and has become one of the important channels to safeguard national interests.Although the issue of science and technology security has already attracted the attention of some scholars,there is no comprehensive study in this field yet,and the research on the thought of science and technology security of the Communist Party of China is not systematic enough.Therefore,this paper chooses the thought of scientific and technological security of the Communist Party of China to carry out a systematic study.Firstly,based on the background that the state has integrated the science and technology security into the overall national security,combined with the current development of science and technology,and using the method of literature research and the method of combining theory with practice,this paper combs the domestic and foreign literature on the thought of science and technology security of the Communist Party of China,absorbs the essence of existing research,and deeply understands the significance of this study.Secondly,the origin of the concept of scientific and technological security is explored.On the basis of understanding the connotation of scientific and technological security,the concept of scientific and technological security is distinguished from scientific and technological risks and accidents.Thirdly,we should fully understand the theoretical source of the CPC's scientific and technological security thought,and sort out the development process of the CPC's scientific and technological security thought.Based on the broad and narrow understanding of scientific and technological security,combined with the CPC's insights on scientific and technological security and China's scientific and technological practice in different historical periods,the main contents of the CPC's scientific and technological security thought are analyzed and explained from the four Macro-dimensions of politics,economy,military and ecology,and from the four micro-aspects of subject,system,innovation and ethics.The thinking of the Chinese Communist Party on the security of science and technology comes from the development goals and tasks of different historical stages,and the focus on the security of science and technology is also different.In the early days of the founding of the People's Republic of China,the Communist Party of China paid more attention to ensuring national security through scientific and technological security.In the early 1980 s,the interaction between science and technology and economy became increasingly close,and the intrinsic relationship between science and technology security and economic security became increasingly prominent.The main content of the CPC's thought of science and technology security in this period was to ensure economic security through science and technology security.Since the 1980 s,environmental and ecological problems have become a prominent shortcoming of China's economic development,and the thinking of the Communist Party of China on scientific and technological security has extended to the field of ecological security.Since entering the new era,network technology has posed a threat to economic security and political security.At the same time,non-traditional security issues have become more prominent.Faced with such a complex security situation,the Communist Party of China has expanded its thinking on scientific and technological security to the People timely put scientific and technological security into the “overall national security concept”,and put forward profound opinions.Finally,the main characteristics of the CPC's thought on science and technology security are analyzed,and its important value of the times is clarified.
