Research On The Optimization Of Public Welfare Function In The Deepening Reform Of H Provincial Bureau Of Geology And Mineral Resources

With the completion of the overall framework of the classification reform of public institutions in 2020,it marks that the current work has entered the stage of deepening reform.As a public welfare geological exploration institution after the reform,the internal and external environment of the geological related work of the H provincial geological and mining bureau has undergone tremendous changes.The reform of public institutions clearly requires the separate operation of undertakings and enterprises.After stripping the nature of profit,the traditional public welfare function cannot fully meet the needs of social development under the new situation.Therefore,the optimization of the public welfare function of the H provincial geological and mining bureau has become the focus of the current stage.As a national and provincial basic,public welfare and strategic geological and mineral exploration and development work unit,the Bureau of Geology and Mineral Resources of H Province also provides mineral resources guarantee for regional economic and social development,and provides geological and technical support and services for ecological civilization construction and major engineering construction.This paper introduces the relevant concepts,the basic situation and reform process of H Provincial Bureau of Geology and Mineral Resources,analyzes and expounds the development direction at the present stage,summarizes the development rules and characteristics,and points out that the performance of public welfare attributes at the present stage is weak,the scope of public welfare services at the local level is small,the functions between units are homogenized,and the expansion of public welfare functions is insufficient.This paper carefully analyzes the factors that hinder the development of public welfare functions at the present stage,and digs out the deep-seated reasons for the problems caused by the factors such as the status quo of public welfare function positioning,the traditional management system and mechanism,the deployment of transformation work and the related guarantee measures of public welfare function expansion under the influence of reform.Then it puts forward four directions: clarifying the positioning of public welfare functions,optimizing institutional mechanisms,strengthening the deployment of transformation work and improving relevant guarantees.Through continuous deepening reform,improving the relevant deployment of reform,clarifying the positioning of functional development,establishing and optimizing political relations from multiple perspectives to promote the local influence of provincial geological exploration institutions,taking the internal unit as the adjustment direction,enhancing service capabilities,improving safeguard measures,and solving the worries of functional exploration and development.This paper hopes to put forward effective suggestions for the reform of the public welfare function of the geological and mining bureau of H province through this exploration,so as to promote the public welfare geological exploration units to improve the deployment of the exploration and practice of the public welfare function under the new situation,and radiate new vitality,so as to realize the transformation and upgrading,for the national basic and strategic resources work,to serve the construction of ecological civilization,and to contribute geological strength to the direction of local economic development.
