A Study On The Role Of Government In The Development Of Marine Resources In Shandong Province

Marine resources are one of the important resources in China,which can not only solve the problems caused by population,resources and environment,but also bring certain economic and social benefits to the country.At present,the development of marine resources in China has been increasing in speed and strength,which has made great contributions to the progress of China’s society and economic growth.The development of marine resources has gradually become a crucial part of China’s development strategy,and there is an urgent need to solve the problems of how to reasonably develop and utilize marine resources and vigorously develop marine industries.As a major marine fishery province,Shandong Province has outstanding problems in the utilization of resources.In the face of increasingly depleted marine resources and seriously polluted marine environment,the utilization and protection of marine fishery resources in Shandong Province is not only a major event related to the livelihood of fishermen,but also an inevitable requirement for the construction of ecological civilization and harmonious society.Based on the current situation of marine resources development in Shandong Province,this paper specifically elaborates the government’s initiatives in industrial planning to actively improve the industrial layout and adjust the industrial structure,in the guidance role to vigorously promote marine knowledge and enhance the independent innovation capability of technology,in the policy support to provide financial support and talent support policy,in the market supervision to improve the overall quality of law enforcement officers and strengthen law enforcement supervision,etc.However,there are also major problems in the government’s In the process of marine resources development,however,there is a lack of scientific and long-term overall planning,a single guidance model,imperfect policies for attracting talents,and a low level of quality of law enforcement officers.Combining the outstanding achievements of developed coastal provinces such as Jiangsu and Fujian in marine resource development and summarizing the specific role played by the government in the whole development process,the government’s governance path is elaborated in four dimensions: scientific and long-term industrial planning,diversified and comprehensive guidance mode,policy implementation and support mode,and coordination and participation of market supervision.Drawing on the experience of practices in developed provinces,we propose countermeasures and suggestions for strong scientific industrial planning,construction of investment and financing channels,education and propaganda of marine knowledge,introduction of talents and capital,and efficient market supervision to provide reference values for decision making to promote the development of marine economy.
