Jinghuiqu irrigation district is not only one of the important grain production bases in Guanzhong Region, but is the important link of Xi’an and Xianyang Region. Jinghuiqu irrigation district is also an important area for the silk road. In recent years, because of social and economic development of the irrigation district was rapid, industrial and agricultural production water consumption was increasing, and the water shortage problem in the irrigation area was rising. To solve the problem, the long-term excessive exploitation of groundwater has happened in the irrigation area, result in deficit irrigation groundwater, groundwater level continues to decline, and resulting series of hydrogeology and environmental geology problems, seriously restricts the irrigation area social and economic and agriculture sustainable development. Therefore, using surface water and groundwater quality has become an urgent task in the irrigation area.This paper in view of the excessive exploitation of groundwater problems in Jinghuiqu irrigation district, based on the analysis of agricultural water, rainfall, surface runoff and groundwater dynamic response relationship, argumented under the condition of the present situation of irrigation area, the feasibility of water conservation, and reasonable allocate agricultural water supply in different level years, in order to achieve reasonable and effective utilization of water resources and achieve the purpose of the underground water conservation.Through the research, the results showed that:(1) The precipitation, runoff and sediment content showed a trend of decrease, and the main crop growth period precipitation and runoff also showed a trend of decrease in the area;(2) Analysis of crop water requirement, water supply, and pointed out that the irrigation in non full irrigation condition for a long time, and pointed out that under the condition of the crop planting constant changing and water-saving reforming,water diversion from the origin of canal dropped sharply, irrigation water use coefficient increased, well canal irrigation ratio increased, the decrease of precipitation and other factors were greatly reduced on groundwater recharge;(3) Analyzed irrigation from four aspects, such as regulate water and groundwater space.these showed that the groundwater in the irrigation area can be feasible for artificial cultivation, finally determined primarily by the equilibrium method in guarantee mining groundwater 0.5 million m3, on the basis of the best surface water groundwater water distribution ratio.
