| Whole-process engineering consulting is an inevitable trend for the development of consulting industry under the change of construction industry,and is also a necessary condition for the sustainable and healthy development of China’s construction industry.Through the whole-process intensive management,its integrated advantages can break the restrictions of traditional "fragmentation" service mode and realize the value-added of construction projects.In PPP projects,whole-process engineering consulting service can help clarify the behavior of whole-process engineering consulting subjects of PPP projects and improve the level of PPP project consulting.However,there are uncertainties in the promotion and application of whole process engineering consulting for PPP projects in China.In order to avoid potential losses and risks,project subjects may have doubts about whole-process engineering consulting and may also show opportunistic behavior due to information asymmetry.The existing studies mainly focus on the organization mode and policy combing of whole-process engineering consulting of PPP projects,and there are fewer studies on the evolution of their main body behaviors.Therefore,this research focuses on the behavior of the whole-process engineering consulting subjects of PPP projects,introduces prospect theory,conducts research on the evolution process of promotion behavior,information sharing behavior and supervision behavior of the wholeprocess engineering consulting subjects of PPP projects,and puts forward suggestions for carrying out the whole-process engineering consulting services of PPP projects with high efficiency and quality according to the simulation results.Firstly,this research introduces the concepts of whole-process engineering consultation,PPP mode and whole-process engineering consultation of PPP projects,and also introduces evolutionary game theory,prospect theory and stakeholder theory.Secondly,this research identifies each stakeholder involved in the whole-process engineering consultation of PPP projects,analyzes the logical relationship between the behaviors of the subjects,and conducts a systematic analysis of multiple subjects.Then,based on the identification of core subjects and core behaviors,this research introduces prospect theory and constructs the evolutionary game model of different behaviors of the whole-process engineering consulting subjects of PPP projects.Among them: the game behaviors of government and social capital in PPP projects promoting whole-process engineering consulting are explored,and it is found that government subsidy and project success rate have influence on their equilibrium stable state;in addition,by exploring the information sharing behaviors of government and whole-process engineering consulting enterprises in PPP projects,it is found that the reasonable configuration of benefit distribution and risk sharing mechanism is essential for smooth cooperation;meanwhile,the game behaviors of government,social capital and whole-process engineering consulting enterprises,and found that it is not only influenced by the initial strategy choice of the three subjects,but also influenced by loss avoidance coefficient,risk avoidance coefficient,reputation loss and supervision failure rate.Finally,this research uses MATLAB for simulation analysis to explore the methods and paths to promote the development of multi-party collaboration.This research proposes suggestions on different behavioral strategies for subjects in different behavioral stages,aiming to promote better collaborative evolution of engineering consulting subjects in the whole-process of PPP projects,in view of the research results on the game of promotion,information sharing and regulatory behavior evolution of PPP project wholeprocess engineering consulting subjects.At the same time,the research also clarifies the organizational mode and functional positioning of the whole-process engineering consulting of PPP projects.The results of this research have important reference value for promoting the rapid popularization and orderly development of the whole-process engineering consulting service mode of PPP projects in China’s construction market,and promoting the value-added and highquality development of the project. |
