In recent years,with the continuous development of industrial and agricultural production and urban construction,the demand for groundwater is increasing,but many reasons,such as long-term over-exploitation,reduction of water resources recharge,groundwater pollution and so on,lead to the shortage of groundwater resources and face the problem of serious over-exploitation.In order to solve the problem of groundwater overexploitation,China has strengthened the management and protection of groundwater resources.Among them,strengthening groundwater dynamic monitoring,establishing strict groundwater exploitation permit system,implementing groundwater resources recharge and protection system,and carrying out groundwater pollution control are all effective measures.The purpose of this study is to make an in-depth study on the comprehensive control measures of groundwater overexploitation,with the selection of comprehensive measures for groundwater overexploitation as the core,to construct a comprehensive control system of groundwater overexploitation,so as to provide a certain reference basis for managers and decision-makers.On the basis of consulting the relevant literature at home and abroad,this study analyzes the applicable scope and effect of comprehensive control measures for groundwater overexploitation,constructs a set of optimal decision-making system,and selects Yongcheng City as a typical example for empirical application research.The main conclusions are as follows:(1)In this paper,the existing comprehensive control measures of groundwater overexploitation are combed,the engineering measures and non-engineering measures are classified,and the relationship between engineering measures and non-engineering measures is analyzed.In the treatment of groundwater overexploitation,engineering measures are taken as the main means of treatment,and non-engineering measures are auxiliary engineering measures,so that the efficiency of groundwater overexploitation treatment can reach the optimal allocation.(2)In this paper,the determination method of comprehensive treatment target of groundwater overexploitation,the optimization of treatment measures and the optimization of treatment scheme are studied,and the comprehensive treatment system of groundwater overexploitation is constructed.The comprehensive treatment measures are optimized by linear programming method,and the schemes of minimum investment,maximum groundwater pressure recovery and minimum eco-environmental risk are determined,and the optimal decision is made based on Analytic hierarchy process and Grey Relational Analysis.(3)Taking Yongcheng City as an example,through the analysis of the current situation of Yongcheng City and the application of the comprehensive control system of groundwater overexploitation,the comprehensive treatment scheme of groundwater overexploitation area in Yongcheng City is finally determined.The results show that the correlation degree of the minimum investment scheme is 0.434,the correlation degree of the maximum groundwater pressure recovery scheme is0.766,and the correlation degree of the ecological environment impact risk minimum scheme is 0.594.Finally,it is determined that the maximum scheme of groundwater pressure recovery for the comprehensive treatment of groundwater overexploitation is the most suitable for the current situation of Yongcheng City. |
