Although China’s agriculture has achieved comprehensive and rapid development in recent years,China’s extensive agricultural production mode for a long time has focused on the utilization of water and soil resources while neglecting the conservation,agricultural producers’ non-standard use of fertilizers and pesticides and the random disposal of agricultural wastes are still very prominent.Improper disposal of agricultural waste will not only lead to a series of environmental pollution problems such as air pollution,farmland pollution,but also may lead to the spread of epidemic disease threatening people’s health and social stability.In order to promote the green and sustainable development of agriculture,central government has clearly proposed to realize the recycling of agricultural wastes in the“No.1 Document” for many years.However,the problems such as the low utilization rate of agricultural wastes,the lagging utilization technology and industrialization level of agricultural wastes still need to be solved.As the most basic micro-decision unit,the importance of agricultural producers to the resource utilization of agricultural wastes has been paid more and more attention.However,due to the external characteristics of agricultural ecological environment,agricultural producers generally have “high intention and low behavior” for the utilization of agricultural waste.The gap between the intention and behavior of agricultural producers to make use of agricultural waste not only makes the prevention and control of agricultural non-point source pollution often fall into the dilemma of “applauding but not calling for seats”,but also weakens the implementation efficiency of environmental regulation policies,thus hindering the process of rural ecological environment governance.Therefore,promoting agricultural producers to participate in the recycling of agricultural wastes is based on the practical consideration of the current agricultural development.Taking agricultural producers’ decision-making on the recycling of agricultural wastes as the research object,this paper systematically analyzes the characteristics of different stages of agricultural producers’ behavior decision-making,focusing on the gap between their intention and behavior in the recycling of agricultural wastes,and analyzes the mechanism of the gap.On this basis,explore the mitigation mechanism of the intention-behavior gap of agricultural waste recycling,and provide enlightenment for improving the response of agricultural producers to recycle agricultural wastes,which has important theoretical and practical significance for promoting the green development of China’s agriculture.Based on the discussion of the current practical problems of agricultural development and relevant literature,this paper combines the characteristics of different behavior decision-making stages of agricultural producers to explore the influence mechanism of agricultural producers’ behavior decision-making for the utilization of agricultural waste,which is mainly divided into three research contents and answers four questions.The first research content focuses on exploring the practical characteristics of agricultural producers’ participation in agricultural waste recycling.Based on the field survey data of agricultural producers,this paper describes and analyzes the basic characteristics of agricultural producers,the cognitive characteristics of agricultural producers on the utilization of agricultural wastes,the cognitive characteristics of agricultural producers on environmental regulation policies,and the relationship between the intention and behavior of agricultural producers on the utilization of agricultural wastes.The purpose is to answer “what is the cognitive level of agricultural producers on the utilization of agricultural wastes,and how is the relationship between the intention and behavior of agricultural wastes recycling”.The second research content focuses on exploring the occurrence mechanism of the intention-behavior gap.This paper divides the behavior decision-making of agricultural producers into three stages:cognition,intention and behavior.Combining the characteristics of different stages,it deeply depicts the internal logic of different stages of agricultural producers’ behavior decision-making.The purpose is to answer “whether cognitive factors can affect the intention of agricultural producers to recycle agricultural wastes” and “what factors inhibit the conversion of agricultural producers’ intention into behavior”.The third research content focuses on exploring the mitigation mechanism of the gap between the intention and behavior of agricultural producers to recycle agricultural wastes,introducing different types of environmental regulation policies,and analyzing the mechanism of environmental regulation policies on the intention-behavior gap,in order to answer “how to use environmental regulation policies to promote the consistency between the intention and behavior of agricultural producers to recycle agricultural wastes.”Through empirical research,the main conclusions are as follows: First,there is a serious gap between the intention and behavior of agricultural producers to recycle agricultural wastes.Although 88.87% of agricultural producers expressed their intention to recycle agricultural wastes,only 65.33% of these agricultural producers converted their intention into behavior.Second,there is a significant interaction between the cognitive factors of agricultural producers on the utilization of agricultural wastes,and it can promote the formation of the intention of agricultural waste recycling.Moreover,the stability of agricultural income and the scale of land are the important reasons for the gap between intention and behavior.Third,environmental regulation policies will significantly affect the behavioral response of agricultural producers to the utilization of agricultural wastes,but the impact of different types of environmental regulation policies is different,command and control regulation and incentive-based regulation can enhance the intention of agricultural producers to recycle agricultural wastes,and effectively bridge the gap between intention and behavior.Interestingly,although persuasion-based regulation cannot improve agricultural producers’ intention to recycle agricultural wastes,it can effectively promote agricultural producers’ intention to be transformed into behavior.In addition,regulation policies are not completely independent,and persuasion-based regulation can strengthen the influence of command and control regulation and incentive-based regulation on agricultural producers’ intention-behavior gap.This paper puts forward corresponding suggestions from the following four aspects: Improve the infrastructure of agricultural waste recycling and understand the cognitive structure of agricultural producers;Optimize the scale and structure of agricultural producers and improve the technical level;Improve the construction of environmental regulation system and promote the design of environmental regulation policy portfolio;Pay attention to the transformation of the intention and behavior of agricultural producers,and adjust the focus of policy implementation according to the behavior decision-making stage. |
