With the rapid development of the economy and society,the importance of water resource conservation and intensification has gradually entered people’s vision.Improving the conservation and intensification of water resources and taking the path of sustainable development of water resources is the best way to protect and better utilize water resources.As a populous and agricultural province along the Yellow River,the water diversion areas in Henan Province suffer from a shortage of per capita water resources,severe agricultural water use,and various problems such as daily water waste and pollution.These problems seriously constrain the harmonious development of human and water resources.In order to solve these problems,ensure the supply of water resources,vigorously promote water conservation in the entire society,achieve harmonious development of human and water,and promote ecological protection and high-quality development in the Yellow River Basin,it is urgent to improve the level of water resource conservation and intensification.At present,there is relatively little research on the evaluation of water resource conservation and intensive utilization,and there is a lack of systematic research results on the framework of the evaluation index system and the application of evaluation methods for water resource conservation and intensive utilization.This article constructs an evaluation index system of "Economic Society Water Resources Ecological Environment" for the conservation and intensive utilization of water resources.The comprehensive weights are calculated using Analytic Hierarchy Process,CRITIC Method,and Entropy Weight Method.The TOPSIS Method,Cloud Model Method,and Analytic Hierarchy Process are used for evaluation.Based on existing data,the indicator data for 2025 and 2030 are predicted,and regulatory analysis is conducted to provide reasonable suggestions for improving the level of water resource conservation and intensification in the research area.The main content and conclusions are as follows:(1)Based on the overview of 14 cities in the Yellow River Diversion Water Receiving Area of Henan Province,data from 2011 to 2020 were collected from the "Economic Society Water Resources Ecological Environment" system.According to the principle of indicator selection,20 indicators were selected to construct an evaluation index system for water resource conservation and intensive utilization in the Yellow River Diversion Water Receiving Area of Henan Province.The weights of various indicators were comprehensively calculated using Analytic Hierarchy Process,CRITIC Method,and Entropy Weight Method.(2)The following conclusions were drawn from the evaluation of water resource conservation and intensive utilization in 14 cities from 2011 to 2020 using three methods.According to the evaluation results of the TOPSIS method,it can be concluded that except for Hebi City in 2014,most cities in other years were at a moderate level of water resource conservation and intensive utilization,while a few were at a relatively high level of water resource conservation and intensive utilization.The conclusion drawn through cloud model evaluation is that some years in Hebi City and Puyang City are at a lower level of water resource conservation and intensive utilization,while most other cities are at a higher level of water resource conservation and intensive utilization.Nine evaluation results are at a higher level of water resource conservation and intensive utilization.The conclusion of the Analytic Hierarchy Process is that Puyang City in 2012,Hebi City in 2013,and 2014 were at a relatively low level of water resource conservation and intensive utilization.A total of nine evaluation results in Luoyang City,Pingdingshan City,Shangqiu City,and Zhoukou City were at a relatively high level of water resource conservation and intensive utilization,while the remaining evaluation results were at a moderate level of water resource conservation and intensive utilization.According to the evaluation results of the three research methods,it is concluded that there is no significant difference in the evaluation results of the three evaluation methods.Except for a few years,the research area is basically at a moderate level of water resource conservation and intensive utilization.Among them,Luoyang City has the best evaluation results of water resource conservation and intensive utilization,with 11 evaluation results at a high level of water resource conservation and intensive utilization,and Hebi City has the worst evaluation results of water resource conservation and intensive utilization,There are 7 evaluation results that are at a low level of conservation and intensive utilization.(3)Based on the existing indicator data from 2011 to 2020,a rolling prediction of various indicators in various cities was conducted using BP neural network to obtain the values of various indicators in the study area for 2025 and 2030.The evaluation of the predicted indicator values showed that the study area was basically in a moderate degree of water resource conservation and intensive utilization in 2025 and 2030.After conducting obstacle analysis,Screening out control indicators(water production coefficient,total water supply,water consumption rate,agricultural,forestry and fishery water consumption,and industrial repeated water use)as control indicators,designing water volume indicator control plans,water resource conservation and intensive indicator control plans,and multidimensional control plans.After evaluating each plan,it is concluded that after the multidimensional control plan is adjusted,the evaluation results of water resource conservation and intensive utilization in various cities will reach 0.6 in 2025 and 0.7 in 2030,Comply with regulatory standards.
