| The "Fourteenth Five-Year Plan" makes it clear that China should "promoting high-quality development",which determines that the TFP is significant to the long-term and healthy development of economy.Among these factors,human capital plays a decisive role in the impact of TFP,and cities regard human capital as the driving force of future economic growth.Simultaneously,intellectual property protection,as an important part of institutional innovation,has also been continuously strengthened with the support of the state to promote the level of technological progress in China and thus enhance China’s economic strength.From this perspective,it is necessary to discuss the role of human capital on TFP and the regulatory effect of intellectual property protection at the national level and in the eastern,central,western and northeastern regions of China.In this context,this article adheres to the theory and practice.Firstly,expounds the mechanism and effect of human capital affecting TFP,and describes the mechanism and effect of regional differences based on the actual situation in the eastern,central,western,and northeastern regions of China.Secondly,conduct a nationwide and regional difference analysis of the selected data for the eastern,central,western,and northeastern regions,using a fixed effect model to test the role of human capital in influencing TFP across the country and in the eastern,central,western,and northeastern regions,and further explore how local intellectual property protection systems affect the role of human capital in TFP,and conduct a correlation analysis of the overall and regional differences in human capital structure and TFP,with the aim of providing useful suggestions for local governments to effectively establish and use intellectual property protection policies to optimize the allocation of human capital to achieve economic progress.The main conclusions are as follows:(1)Human capital can improve TFP across the country as a whole and in the eastern,central,western,and northeast regions of China,but the impact coefficients and significance of the four regions have regional differences;(2)At the national level,intellectual property protection is positively regulating human capital to promote TFP.The eastern and central regions also have a positive regulating effect,but the regulatory effect of intellectual property protection in the western region is not significant;(3)The interaction between intermediate human capital,intermediate human capital,and intellectual property protection has the highest correlation with total factor productivity across the country and across regions.Based on the conclusions of theoretical and empirical tests,the following policy recommendations are proposed:(1)Improve the level of human capital in China.Deepen the reform of the education system and pay attention to the comprehensive development of talents in various regions;(2)Improve the level of local intellectual property protection.Crack down on infringement and increase the cost of violating the law;(3)Emphasize and popularize basic education.Promote the integrated development of urban and rural compulsory education,and popularize high school education. |
