Lishu County Black Land Resources And Assets Accounting

Since the 18 th Party Congress,the Party Central Committee,with Comrade Xi Jinping as the core,has attached great importance to the protection of natural resources,and the concept of "green water and green hills are golden mountains" has not only elaborated the fundamental role of natural resources in human survival and development,but also reflected the importance of natural resources in the construction of ecological civilization.As a national grain-producing county and has a rich black soil resources of Lishu County,agricultural foundation is strong,is the new rural construction of Jilin Province as a whole to promote the county.However,due to recent years,the overall level of social and economic development in Jilin Province to improve faster,industrialization,urbanization obviously speed up.In contrast,the economic comparative efficiency of food production has gradually declined,and the problem of declining quantity and quality of black land due to construction occupation,geological disasters,agricultural restructuring and abandonment of arable land has become increasingly prominent,with the contradiction between protecting black land and safeguarding development becoming more prominent.This study focuses on Lishu County,Siping City,Jilin Province as the research object of black land value estimation,mainly using the data published by Lishu County in 2018 to carry out research,from the three parts of economic value,ecological value and social value to explore the changes in the amount of black land value in Lishu County,carried out from the analysis of the use function and value resources of black land,and constructed the annual accounting table of black land resources assets,according to which the response The results of this study show that:(1)Li Shu County,Jilin Province,as a national important grain production base,mainly produces grain crops such as maize and rice and cash crops such as melons and peanuts,economic returns increased slightly during the accounting period,and with the reduction of government subsidies,farmers bear more and more pressure,but still managed to maintain the growth trend,indicating that government publicity and subsidies are in place,and the land advantages of black land are well utilised,and the value of production is high and at the same time the cash crops are also more profitable,so the overall return is considerable;(2)From the estimated ecological value,it can be seen that the value of soil conservation function is the highest in Lishu County,Siping City,Jilin Province,followed by the value of carbon sequestration and oxygen release function,and the value of water connotation function is the lowest.The ecological value of Lishu County has obvious variability,and the amount of soil conservation function value is at the absolute leading level,which is also related to the fact that Lishu County has better black land resources.It is worth noting that with the passage of years and land use,its ecological value amount will become lower and lower.The government should pay attention to the protection of black land,give it enough restoration time and protect it in time to ensure the stability of the county’s ecological value;(3)Social stability value,Li Shu County black land resources employment security value is high,followed by social stability value,now farmers through the black land can have a certain economic income,and can be in employment,basic living,housing security has a certain role in promoting,can let farmers have some support,some income,so the black land in Li Shu County plays an important role in maintaining social stability and guarantee employment.
