Research On The Departure Audit Of Leading Cadres' Natural Resource Assets

At present,China's economic development has entered a deep-water zone and a crucial period.In order to effectively deal with the wanton waste of natural resources assets,the increasingly severe ecological environment and the lack of ecological protection awareness of leading cadres,the new audit system of outgoing leading cadres' natural resources assets audit was first proposed at the third plenary session of the 18 th CPC central committee.The purpose of this system is to play the supervision role of audit,change the view of government achievement into "green view of GDP",and establish an objective and comprehensive outgoing audit.However,due to the lack of practical experience,there are many deficiencies in this audit.This paper studies the audit of natural resource assets leaving office of leading cadres from three parts.The first part defines the relevant concepts of the outgoing audit of leading cadres' natural resource assets,briefly describes its general development process,and expounds the necessity of its proposal and implementation.The second part firstly makes a simple description of the audit content of leading cadres' leaving office of natural resources and assets,and mainly analyzes the three principles that should be followed in the audit operation,the subject and object of the audit,the focus and purpose,the whole audit process,the methods adopted,and the application of the final audit results.Some problems are found and analyzed.The last part,on the existing problems,put forward four main aspects of the improvement measures.
