Study On Optimization Of Urban Flood Control Emergency Response

China is one of the countries with frequent natural disasters in the world.Since the outbreak of the novel coronavirus in 2019,with the downward trend of the world economy,the intensification of social contradictions,the turbulence of the international situation and many other pressures,all kinds of disaster and accident hazards and security risk factors are intertwined and superimposed,which has brought more serious challenges to China’s sound and perfect emergency management system to prevent and resolve major security risks.Since the 18 th National Congress,the Party Central Committee has attached great importance to emergency management.In 2022,when the 20 th National Congress of the Communist Party of China was successfully held,China’s emergency management stood at a new historical height,in order to accelerate the construction of a new "double cycle" development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other,coordinate the two major events of development and security,and establish the concept of "people first and life first",which is an important topic before the Party committees and governments at all levels,and to study and implement the spirit of the 20 th National Congress of the Communist Party of China,It is also an inevitable requirement for the comprehensive construction of socialist modernization with Chinese characteristics.This paper takes 2021 Hebi 7-20 extraordinarily heavy rainstorm disaster as a case study,by reviewing literature,visiting relevant units,researching the affected counties and districts,interviewing the affected people,etc.,using literature research method,case study method,comparative analysis method,questionnaire survey method,interview method,etc.,on the basis of a comprehensive analysis of the urban flood control emergency construction and disposal situation,also proposes an optimisation plan with a strong focus and operability,led by wisdom,driven by new industries,and on the basis of making up for its own shortcomings,accelerating the formation of an emergency coordination pattern with multiple subjects under the leadership of the party committee,government responsibility,social participation and supervision of the public,to comprehensively improve the city’s disaster prevention,mitigation and relief capabilities and open up a new dimension of urban flood control and emergency response.
