The serious overexploitation of groundwater resources in the North China Plain has produced a series of water resources,geological engineering and ecological environment problems.The Party Central Committee and the State Council attach great importance to this issue.Therefore,the state has successively issued the most stringent water resources management system.With the continuous advancement of the bill on groundwater management and protection system,the dual control management of groundwater quantity and water level has been incorporated into the water resources management system.In this case,it is very important and urgent to study a set of groundwater quantity-water level double control management method which is suitable for overdraft area in North China Plain.This thesis takes Baiquan spring area of Hebei Province as an example to manage the water quantity and water level in the area where the karst water environment is seriously affected.Combination of field survey data as the foundation data,hydrological geology and groundwater dynamics and multi-disciplinary theory and mathematical statistics,and so on as its guidance,after reading double control administration policies and documents,summarize the existing theory of controlling groundwater management,based on this,advances a more suitable for the spring springs domain controlling groundwater management solution.The main research results are as follows:(1)By reading a large number of previous researchers’research results,using the previous researchers’concepts of groundwater quantity-water level double control management and groundwater control management water level,the relationship between groundwater quantity and water level is explored,and the application of water balance method and numerical simulation method in groundwater double control management is analyzed.(2)Based on the existing geological,hydrogeological results and other relevant information,this thesis expounds the relationship between regional recharge,runoff and discharge and the dynamic characteristics of annual karst water,generalizes the hydrogeological conceptual model and corresponding mathematical model of Baiquan spring area,and establishes the numerical model of Baiquan spring area by using GMS numerical simulation software.On this basis,the trial estimation-correction method is used as a verification method to identify and verify the model respectively.The simulation flow field and water level process line fitting effect is good.(3)Determine the long-term water-level dual control index.The main objective of the long-term water-level dual control index is to provide a guiding management plan for a certain region that can continuously meet the local water demand in a long time scale.Based on the numerical model,the method of"position quantification"was selected to determine the long-term dual control index,and the controlled key water level was taken as the constraint condition.The recoverable amount of karst water in Baiquan spring area was[6981.07,19552.28]million m~3/a.(4)The study of annual water-level and water-volume dual control indicators is mainly oriented to management departments,providing preset indicators for the annual management and assessment of local water resources.According to the difference of water supply in the first and second phases of Zhaoma Surface Water Plant,it is divided into two schemes.According to the water demand of each scheme under different rainfall guarantee rate,numerical model is used to solve the water demand and upper and lower limits of water level under the two schemes.Zhaoma Surface Water Plant was officially put into operation on January 1,2018.During this period,the water demand in the study area is between[11851.69,13540.21]million m~3/a,and the fluctuation range of water level is[52.73,63.7]m.The second phase of Zhaoma Surface Water Plant will be completed in 2025.During this period,the water demand in the study area is between[9464.69,11715.21]million m~3/a,and the fluctuation interval of water level is[66.27,71.32]m.
