Groundwater is an important part of water resources with important resource attributes and ecological functions.It plays an important role in ensuring water for urban and rural residents' life and production and promoting economic and social development.However as people for the demand of water resources is more and more big,the development and utilization of groundwater level rising,parts don't even consider water resources condition,blind expansion of well irrigation paddy field development,carries on the deep exploitation of groundwater,in has been designated in the groundwater of the underground industrial production is still the case,the multiple areas of groundwater resources in the critical overload,overload,It is even seriously overloaded,seriously endangering the safety of water resources and causing many social problems.In January 2013,the General Office of the State Council issued the Notice on the Assessment Measures for the Implementation of the Strictest Water Resources Management System(Guo Ban Fa [2013] No.2),requiring the assessment and management of the total amount of water,and implementing the dual control management of groundwater level and water quantity.In September 2018,The General Office of Heilongjiang Province has also issued the Opinions on Strengthening Groundwater Management and Protection(Hei Ban Fa [2018] No.52),which requires strict control over the intake of newly added groundwater and the full implementation of the strictest water resources management system,thus providing institutional guarantee for the rational development and sustainable utilization of groundwater resources in Heilongjiang Province.In jiamusi city as the research object,this paper,considering the groundwater of the natural resource property,social economic,ecological and environmental attribute and water resources allocation pattern,the goal of ecological and environmental protection requirements,etc.,of jiamusi city topography,hydrogeology,groundwater types and the analysis of the current situation of water resources.Clear the basic concepts of controlling critical groundwater level and divide the basis,the blue line can be divided into groundwater management level,the water level of yellow line and red line level,comprehensive consideration of the underground water level rise or fall of ecology,environment,resources,functions,and the influence of such factors as the key to control groundwater level further refinement,The controlling critical water level in each area is determined by the dynamic simulation analysis method,the proportion method of aquifer thickness and the water balance method.Secondly,known in jiamusi city on the basis of each partition key control groundwater level,draw the blue area of water,yellow area of groundwater management of water and red zones of water,using water balance method,analytical method,numerical simulation method are calculated respectively the jiamusi city water area of groundwater management,and comprehensive comparative analysis of the three kinds of calculation results for a group of the most appropriate data.Then calculated for the jiamusi city of each partition briefly discuss the key water control and management of water value,set up about the water and the groundwater can be mined double variable linear regression equation,and the verification,the verification results and the actual deviation is not big,high calculation precision,function relation between the function relationship is reasonable.Finally,macroscopic planning and scientific management suggestions are put forward for the dual control of groundwater in Jiamusi urban area.Enumerated type in different hydrological year limited groundwater actual production,the reasonable mining site agricultural irrigation groundwater,surface water substitution,the strictest water resource management system,strengthen the groundwater monitoring station network planning and adjustment measures,has been clear about the management indicators to determine technical system is applied to realize the goal of scientific and management goals.It establishes the technical support and theoretical basis for the double control management of groundwater in Jiamusi urban area.
