Natural resources are the basic guarantee for the construction of ecological civilization and the elemental support for economic and social development in China.Land resources,as the most precious and typical natural resources,are not only the main carrier for maintaining food security,but also an important driving factor for economic development.For a long time,the shortage of land and resources per capita is an important factor limiting the economic development of China.With the continuous acceleration of modern industrialization and the growing demand for land for large-scale urban construction promotion,the value of land resources has become increasingly prominent.However,in the process of rapid economic development,the phenomenon of rough use of land and illegal occupation of land has emerged,and the contradiction between land supply and demand has intensified,with a large number of local governments illegally occupying arable land and damaging the interests of farmers,posing a serious threat to China’s food security and social stability.How to achieve sustainable economic development with the protection of limited land resources has become a real problem before us.In 2004,the central government made a decision to reform the system of land and resource management,establishing a sub-provincial vertical management system for the then natural resource management agency,the Land and Resource Department(due to the incomplete transfer of "human,financial and material" authority,the actual system is semi-vertical management).By strengthening the land approval authority of the central and provincial governments,the system aims to strengthen the macro-control capacity of land and prevent local governments from destroying arable land and abusing land due to the blind pursuit of rapid economic development.However,in the past few years since the implementation of this system,the situation of rough land use and frequent illegal land use has not been fundamentally reversed,and land management has been seriously affected,posing a potential threat to the sustainable development of China’s economy.The reason is that the vertical management reform is not complete,so the land and resources department is subject to the dual leadership of the higher authorities and the same level of government,which makes it difficult to carry out its specific work free from the constraints of local governments.2018 institutional reform,the land and resources department was integrated to establish the natural resources department,the administrative management system follows this semi-vertical management model.Under the new situation,the tasks of ecological construction and economic development carried by natural resources management are becoming more and more complex,and the requirements for natural resources management work are getting higher and higher.Without an efficient and effective management system,the goal of protecting and rationally using natural resources and providing natural resource factors to power high-quality sustainable economic development will be difficult to achieve.How to improve the current management system of natural resources in China and coordinate the balanced relationship between natural resources protection and sustainable development are of great significance to promote the construction of ecological civilization and economic and social development in China.This study takes the natural resources management system as the research object,adopts case studies,questionnaires and interviews,combines inter-governmental relationship theory,game theory and principal-agent theory,takes the development history of the natural resources management system and the operation of the natural resources system in Sichuan Province as the perspective,summarizes the achievements since the implementation of the system,summarizes the problems faced by the current system and analyzes the causes of the problems in depth,and puts forward relevant countermeasures and suggestions for improving the management system.
