Research On The Problems And Countermeasures Of Xinjiang Land And Resources E-Government Constructio

E-government construction of land and resources is an inevitable trend of national government agencies under the "internet plus E-government" model.Xinjiang has a vast territory.For Xinjiang’s land and resources departments,a good e-government system can steadily improve work efficiency and promote the quality of land and mineral resources management.At present,there are many imperfections in the e-government construction system of Xinjiang’s land and resources departments,which can’t build a high-efficiency and high-quality work service state and quality.Therefore,it is necessary to study and analyze the actual e-government of Xinjiang’s land and resources departments,guide the construction of Xinjiang’s land and resources e-government from the theoretical and practical levels,and promote the improvement of quality and comprehensive service ability,which is conducive to the comprehensive construction of Xinjiang’s land and resources e-government system and ensures the improvement of work efficiency of Xinjiang’s land and resources departments.First of all,through analyzing and summarizing the construction situation and problems of Xinjiang’s land and resources e-government,it is found that Xinjiang’s land and resources e-government lacks sufficient experience in the early stage,which leads to insufficient attention to informatization,unsatisfactory e-government management system,loopholes in information security protection,insufficient information talent reserve,and unsatisfactory online service quality and effect of Xinjiang’s land and resources information disclosure,resulting in the backwardness of Xinjiang’s land and resources e-government.Secondly,using the analysis methods of new public management theory,new public service theory and management information system theory,this paper makes an objective analysis from the management level,service level and system level,and finds that the above problems are caused by the non-sharing of information resources,neglect of management mechanism construction,failure to establish a perfect network information security guarantee system,lagging management of website construction and insufficient technical service force.Thirdly,by consulting and analyzing the literature and materials on the construction of e-government of land and resources in developed areas at home and abroad,it is concluded that foreign developed areas carry out e-government construction of land and resources from the aspects of laws and regulations and social necessity;In China,through the construction of framework system,based on"one map" and carrying other land and resources businesses such as planning,utilization and analysis,it gradually expands and improves from simplification to diversification.Finally,by drawing lessons from the successful experience of developed areas at home and abroad in the construction of e-government of land and resources,and combining with the local reality in Xinjiang,this paper puts forward some countermeasures and suggestions for reference,hoping to provide reference for the construction of e-government of land and resources in Xinjiang’s land and resources management departments.First,to improve the position of e-government in land and resources management;second,to straighten out the coordination mechanism among departments;third,to strengthen the construction of information security guarantee system;fourth,to improve website functions and online service capabilities;and fifth,to strengthen the construction of talent and information technology service support system.
