Grid cell division is the basis for a city to achieve delicacy management. As different functional management departments requires different levels of detail, different grid cell division shows inclusion, overlap, cross, or separation characteristics in various industries, and these problems must bring bad impact for urban infrastructure data sharing. In order to solve these problems, we must unified manage cell-basic space grid unit. The purpose of the city grid unit dividing is to solve the information sharing bottleneck radically by establishing the irregular basic unit grid within the whole city.Gridding management model has been spreaded all over the country. How to integrate information resources of the government within the city and to improve government’s capabilities and efficiency of public service by using the city communal grid became a hot research point. In the land administration field, Cadastral parcel, as the independent closed title unit, is the most meticulous management grid unit. Both from theory and practice, cadastral parcel is undoubtly the most authoritative, critical, and unshakable management unit in land management. So in the existing city grid system, at the behest of basic gird data sharing of the city, how to strengthen combination of land management work and basic grid is a problem must be solved urgently. This dissertation started from the development of gridding management, researched the concepts and theory related, applied space basic grid dividing method to the practice, intensively explored uses of the all-purpose grid in urban management and land management field in Shenzhen, and realized the alternative data loading from land management field to the all-purpose grid system.Chapter one, introduction:This chapter describes the research background, research purpose and significance, present and future development in domestic and foreign, and the main research contents in this dissertation.Chapter two, Grid and Gridding Management:This chapter describes the origin of the grid, the geographical grid dividing method, implication and characteristics, defines the grid, grid cell, basic grid cell, gridding management and some other related concepts such as community, built-up area ect. studied the theories of the gridding management, such as systematology, information theory, Cybernetics, Synergetics, "3E", "GBCP", good governance etc. All of the above supply a solid theoretical foundation for gridding management.Chapter three, grid classification and coding:This chapter put forward the principles of the division of the all-purpose grid, and proposes the "superimposed by layer, iterative segmentation" method for the basic space grid division. The four level grid was formed by the grid dividing. The District level-the Street level-the Community level-the Basic grid, forms the gird pyramid which can carries information at different levels by multi-level grid data, and formulate the grid coding rules and coding methods at last. On the basis of fully researching the present situation and needs of spatial grid application for Shenzhen’s relevant functional departments, fully considering the relationship between the integrity of spatial database and the dispersion of city grid unit, the job of grid dividing and grid coding for the whole Shenzhen city was done.Chapter four, all-purpose grid application in the city management:the chapter from the grid application in the social and economic field at first leads to the city grid cell, gives the definition of basic public grid, analyzes the public property of the foundation grid. And then analyzes the content of the city grid management system. Combining with the new models of city management, this paper analyzes the framework of the platform, database construction ideas, the main application subsystem and its function, key technology and institutional innovation.Chapter five, all-purpose grid application in the land management:gridding management in city which rarely involves the content of land management, this chapter combines the public grid with land management, and carries out a systematic analysis. According to the development of information services, this chapter leads to the modern land information service definition, characteristics, and structures, builds land information needs model combined with the users and needs. Then summarizes the land management contents system based on the analysis both in theory and primary land management organization work. This chapter sums up including cadastral parcel, the polygons, land price grid, statutory plan, and the public grid, five types of land management unit at the present stage, presents information of the management unit loading on the public grid, establishes land information services based on all-purpose network grid, summarizes the land information services cotents, analyze the land information services feature.Chapter six, Urban public grid land information management system design:this chapter use Shenzhen Special Economic Zone as the research area, takes land area of information services as an example. From the administrative and public land information service demand, through professionally processing the multi-source and multi-level grid data as well as other land data, the results of the land management information, such as building density, cubage, price level, land utilization ratio etc can be obtained. Land use relevant attribute value can be obtained from the data table, attribute differences can be obtained from the special maps. Thus fulfilling the multilevel grid data of land information unified management, successful realized land information processing and transmission based on all-purpose grid, expands the application of urban all-purpose grid, make land information in macro decision-making level easier to publish and get some "micro" related information in the field of real estate land, achieves a further refinement of land management.Chapter seven, Conclusions and Outlook:this chapter summarizes the main conclusions of this dissertation and proposes research prospects.
