Study On Risk Management Of Construction Project Of CD Meteorological Bureau

Under the background of rapid global warming,extreme climate disasters are frequent in China.According to statistics,in 2021,36 regional rainstorms and 47 regional severe convective weather caused serious disasters in some areas,which had a great impact on the lives of the country and people and caused huge property losses.Therefore,it is particularly important to improve the service level of the meteorological department,do a good job in the prevention of meteorological disasters and ensure the safety of people’s lives.As one of the important links to improve the meteorological service level,the construction projects of the meteorological department play a very important role in promoting the modernization of meteorological undertakings,improving the accuracy of weather prediction and improving the basic business capacity.However,due to the long cycle and many links of construction projects,There are certain risks in itself,so some violations often occur-for example,the reconstruction project of the business building of the aircraft precipitation enhancement base of Zhangjiakou Meteorological Bureau,which was constructed by Zhangjiakou Meteorological Bureau in 2021,was started without a construction license,and was given a warning,ordered to correct,and no fine.Therefore,it is necessary to carry out risk management research on the construction projects of the Meteorological Bureau.Based on the above background,this paper takes the risk management of the construction project at the business level of CD Meteorological Bureau as the research content,and divides the paper into seven parts.The first part focuses on the background of this paper and the summary of research results at home and abroad,and expounds the significance of this topic from two aspects of theory and application.The second part summarizes the relevant theories that play an important guiding role in this paper,mainly involving internal control theory,risk management theory and construction project risk management theory.The third part analyzes the current situation of construction project risk management of CD Meteorological Bureau and the problems existing in construction project management.The fourth part uses the methods of brainstorming and system analysis to identify the risks existing in the business level construction project management of CD Meteorological Bureau;The fifth part analyzes and evaluates the risk points of the construction project of CD Meteorological Bureau by using analytic hierarchy process and risk matrix method;The sixth part is the focus of the study,but also an important part of solving the problem.Based on the project cycle theory,this paper gives the risk response measures from the aspects of project initiation,design budget estimation,bidding,construction and completion settlement,and formulates the work flow chart of each stage.Finally,the research results of this paper are summarized.Make risk identification,assessment and response to the risk factors at each stage of the whole life cycle of the construction project at the business level of CD Meteorological Bureau,reduce the probability of risk occurrence,reduce the loss caused by accidents,improve the scientificity and accuracy of the construction project management at the business level of CD Meteorological Bureau,and provide reference for the construction project management of other meteorological bureaus.
