Research On The Path Of Applied Undergraduate Colleges Held By Prefecture-level Governments Of Guangdong Province ——Take City Y As An Example

Abstract/Summary:
Since the reform and opening up,Guangdong’s GDP has continued to lead the co untry for many years,becoming a well-deserved economic leader and vanguard.How ever,compared with the momentum of strong economic development,higher educatio n in Guangdong Province lags behind Beijing,Shanghai,Jiangsu and other places in t erms of scale and quality.Since 2017,the economic operation has entered a new stage of slowing down and improving quality.Guangdong Province has actively promoted t he focus of higher education development to move down to the prefecture-level gover nments,trying to drive the prefecture-level governments that have not yet held underg raduate-level higher education to face the local industrial system.Applied undergradu ate colleges.Through the positive interaction between industry,academia and researc h,higher education has truly become a new engine for promoting the construction of "dual districts" and creating a regional development pattern of "one core,one belt,one district".This study takes the application-oriented undergraduate colleges held in Y City,Guangdong Province as an example.Through case studies,policy text analysis,intervi ews and other research methods,it deeply explores the role of the prefecture-level gov ernments represented by Y City as a case in the process of holding higher education.P ath characteristics.On the one hand,in the process of preparing for the establishment of colleges and universities,it has experienced four stages of path characteristics: driv en by the decision of the provincial government → the establishment of the counterpar t assistance model → the transformation of the school-running format of the campus→ the formation of the four-party co-construction pattern.It can be said that City Y ha s always been in a passive and assisted role in the whole process of hosting higher edu cation.It lacks the ability and experience to host higher education.However,it can be seen that the case for City Y is the case.Whether the representative prefecture-level g overnment can successfully hold higher education,the promotion and assistance of the provincial government is very important.On the other hand,in the process of establis hing disciplines and majors in applied undergraduate colleges,the enthusiasm and init iative of Y city to hold higher education has been fully stimulated.After all,since high er education is value-oriented to serve local economic and social development,City Y pays great attention to the discipline construction of schools and the adaptation of the city’s industrial structure.With the help of the expert support team of South China Uni versity of Technology,the first batch of professional settings adhered to the principle of seeking "speciality" rather than "completeness",focusing on traditional strong indu stries such as hardware knives and scissors,alloy materials,equipment manufacturing,and power energy.In addition to emerging industries,and driven by the application-o riented undergraduate colleges,Y City quickly formed a batch of "school-local cooper ation" projects,setting off a wave of higher education helping local development.The research found: First,considering the holding of higher education as a syste matic project,it is subject to the local financial strength of Y City.If it only relies on i ts own ability to hold higher education,its subjective willingness to hold higher educa tion is negative and weak,and The entire path of the holding process is passive and ro undabout.The key to success is not the prefecture-level government,but the decisionmaking promotion and resource assistance of the provincial government.Second,as an economically underdeveloped area,City Y is an outflow of talents,and its demand for educational human capital is urgent.Therefore,when Y city holds higher education,it pays great attention to the discipline and professional setting and e ducation mode mechanism of colleges and universities.If you want to promote the pre fecture-level government to hold higher education,it cannot fully delegate power to th e prefecture-level government.After all,the powers and responsibilities are equal.Un der the circumstance that Y City does not have enough financial capacity to assume al l responsibilities,the provincial government should mainly mobilize the initiative of th e prefectural and municipal governments in the discipline construction work,and exte nd it to the industry-university-research coordination education mechanism,the constr uction of industrial colleges,etc.,relieved the prefecture-level government on the issu e of "organization",but held the responsibility for the prefecture-level government on the issue of "running it well".Third,the adaptive assistance mechanism is an important experience to promote t he connotative development of higher education,but if the participants exceed a certai n limit,it will bring potential negative impact on management.In the process of holdi ng the application-oriented undergraduate colleges in Y City,due to the lack of capaci ty in Y City,its path was tortuous,and finally a pattern of "four parties’ joint construct ion" was formed.South China University of Technology and Guangdong Ocean Univ ersity,as co-constructors,played an important role in the preparatory stage of the scho ol due to their disciplinary characteristics and school-running direction being consiste nt with the application-oriented undergraduate colleges in Y City.However,the mana gement model of multi-subject participation has implementation deviations from the r ules of higher education and management,and needs to be constantly revised and impr oved in the future development of the school.
