Research On Performance Evaluation Of Government Sports Input In Jiangxi Province Based On DEA Model

With the continuous development of society,sports has become a key indicator to measure the development and progress of the country and society,and an important way to improve the quality of life and optimize the lifestyle.In recent years,more and more attention has been paid to the development of sports.In particular,the introduction of the Healthy China 2030 Outline and the relevant policies of sports power ushered in a new era of rapid development and progress of sports.However,in order to ensure the vigorous development and progress of sports,it must be inseparable from the government’s input to sports.With the continuous increase of input,then whether the output benefit can adapt to the input,it needs to study the matching between input and output.In this paper,by constructing an evaluation system for the input and output of sports undertakings of the Jiangxi government(including two,four and three indexes),the data of the input and output of sports undertakings of the Jiangxi government from 2014 to 2019 were collected,and the data envelopment model(DEA)and Malmquist index were used.By analyzing the data from the aspects of comprehensive technical efficiency,technical efficiency,scale efficiency gains and horizontal annual comparison,the following conclusions are drawn:(1)Comprehensive technical efficiency analysis;Jiangxi provincial government in six years,most of the time maintain an effective performance,but in 2016,the comprehensive effective is in a state of non effective,and this year is in is in serious shortage of funds,and at the same time the government did not change in time for the development of undertakings of physical culture and sports strategy,create a shortage of output.(2)Technical efficiency analysis;If the value of the technology in 2016 is less than 1,the technology is ineffective,which proves that the utilization rate of limited funds is low,but the technical efficiency value reaches 0.993,which is close to the effective value 1.Therefore,relevant departments should improve the use of funds and strengthen management at the same time,which will significantly improve the technical efficiency value.(3)scale efficiency and scale returns;From the perspective of scale efficiency,the scale efficiency in 2016 is also less than 1,and the scale is decreasing,which means that even if the input increases exponentially,the output multiple is in a relatively backward state compared with the growth of the input multiple.The main reason for the problems in 2016 was the lack of capital investment.However,Jiangxi Provincial Sports Bureau did not carry out reform and management according to the lack of funds,leading to the situation that the scale effectiveness was less than 1,which was reflected in the use of funds,management mode,sports team construction and other problems.The government should strengthen the management of the use of sports funds,and carry out timely reform and innovation on the construction of sports teams and the management mode of stadiums according to the actual situation of capital input,so as to improve the efficiency of the total output of sports.(4)Based on the analysis results of Malmquist index,it can be seen that the technological progress index has a decisive effect on the total factor productivity of the sports input of the government of Jiangxi Province,and the change index of technical efficiency,pure technical efficiency and scale efficiency remain unchanged in the six years.Therefore,from 2014 to 2016,total factor productivity was always in a state of decreasing development,and in 2017,the productivity reached the peak,with an increase of 33.3% compared with 2016.However,the growth rate is not high,which highlights that the Jiangxi Provincial Government has insufficient staying power for the development of sports and it is difficult to maintain a sustained growth trend.In general,during 2014-2019,only the results of input and output of government sports in Jiangxi Province in 2016 were average,while the government’s input and output of sports in 2014,2015,2017,2018 and 2019 had reached the excellent development state of technical efficiency,scale return,comprehensive efficiency and scale efficiency.However,according to Malmquist index,the development of government sports in Jiangxi Province is in a stage of rapid progress in the early stage and slow progress in the later stage,and cannot maintain the situation of rapid growth.From2014 to 2019,the result analysis of the input and output of the sports undertakings of the government of Jiangxi Province is relatively good.However,in the longitudinal comparison,the input and output of the sports undertakings of the government of Jiangxi Province is in a situation of rapid progress in the early stage and slow progress in the late stage.Therefore,the government of Jiangxi Province should timely change the management efficiency or innovation ability.
