Agriculture is the foundation of national economy and at the same time is a kind of weak industry, most countries adopted a series of agricultural support policies to promote stable and healthy development of agriculture. China's agriculture has been insufficient financial support, Food production in recent years hit the dangerous situation that production was reduced. Therefore, the existing agricultural inputs shortage of funds, improving the efficiency in the use of agricultural funds is meaningful for satisfying the requirements of the agricultural funds, and realizing relative size of the expansion.There are many projects in China's great financial system of agricultural expenditure, and land treatment project in national agricultural comprehensive development is meaningful for protecting China's food security. China's land treatment project inputs mainly concentrated in 13 major grain-producing areas, this paper use Data Envelopment Analysis(DEA) approach to research fiscal expenditure efficiency of land treatment project in these major grain-producing areas, and use projection analysis method to research the areas which did not meet the relative efficiency, find out reasons, and then, introduce cross efficiency method to evaluate the efficiency in the use of land treatment project funds in various areas.Research shows that, generally speaking, the efficiency of fiscal spending of China's major grain-producing areas on land treatment project is increasing year by year; there are some problems in capital investment and use, and Large amounts of funds could be saved; the efficiency in the use of funds was the regional distribution.Finally, some relevant policy implications are suggested to improving fiscal agricultural input-output efficiency.
