Study On The Fixed-Point Poverty Alleviation Model Of "Three Corps And One Team" In Northwest A&F University

The participation of colleges and universities in targeted poverty alleviation is not only an important part of China's poverty alleviation and development strategy,but also an important part of the complete system of the Trinity national poverty alleviation pattern.The CPC Central Committee and the State Council pointed out that the whole party,the whole country and the whole society should participate in resolutely winning the battle against poverty.In 2012,the Poverty Alleviation Office jointly issued the notice on a new round of designated poverty alleviation work by the central government,state organs and relevant units,requiring subordinate colleges and universities to participate in the designated poverty alleviation work.Therefore,the participation of colleges and universities in the designated poverty alleviation is not only the responsibility,but also the mission entrusted by the party and the state,the main embodiment of the social functions of colleges and universities,but also the embodiment of the way of poverty reduction with Chinese characteristics.Because of its special functional orientation and unique advantages of scientific and educational talents,colleges and universities play an important role and irreplaceable position in the designated poverty alleviation work.Northwest University of agriculture and forestry science and technology actively responded to the call of the party and the state.According to the arrangement of the notice on doing a new round of designated poverty alleviation work by the central government,state organs and relevant units,Northwest University of agriculture and forestry science and technology devoted itself to the designated poverty alleviation work in Heyang County in2012.In the practice of designated assistance to Heyang County,through six years of continuous attempt and innovation,Finally,it explores a new model of targeted poverty alleviation in Colleges and universities,"three regiments and one team" targeted poverty alleviation model.Based on the literature on poverty alleviation in universities and the interpretation of relevant national policies,this paper defines the relevant core concepts,and conducts research on the basis of the three helix theory,collaborative governance theory and Xi Jinping's poverty alleviation and development thought.By analyzing the composition of the "three regiments and one team" fixed-point poverty alleviation model of Northwest University of agriculture and forestry science and technology,it is found that the "three regiments and one team" has cut in and achieved great results in seven aspects of industry,education,science and technology and culture in Heyang County in the process of practice.At the same time,there are still some problems,such as imperfect security mechanism,non prominent poverty alleviation methods The plight of insufficient multi-agent participation and insufficient attraction of social forces.Based on these problems,combined with the analysis of the classic poverty alleviation model of the Ministry of education and the main ways of poverty alleviation in agricultural universities,this paper obtains experience and enlightenment,and then puts forward six optimization suggestions for promoting the fixed-point poverty alleviation model of "three regiments and one team" : improve the guarantee mechanism,ensure full-time investment,focus on industrial poverty alleviation,highlight the effectiveness of poverty alleviation and pay attention to subject participation,Stimulate endogenous motivation,strengthen multi-party cooperation,jointly fight against poverty,set up special funds,increase capital investment,cultivate talents from agriculture,rural areas and farmers,and establish a long-term mechanism.
