Precise Poverty Alleviation Model And Countermeasures In Northwest Liaoning Based On Comprehensive Tourism Concept

Poverty-stricken people in Liaoning mainly distribute in Fuxin,Chaoyang,Tieling,Huludao and Fushun,Benxi and other places in the mountainous areas of Eastern Liaoning.Among them,the poor in Fuxin,Chaoyang and Tieling account for more than half of the province’s total population,which is the main battlefield for poverty alleviation in Liaoning Province.Poverty alleviation and fortification play a prominent role in the socialist modernization with Chinese characteristics in the new era.Since the implementation of the "Precise Poverty Alleviation" strategy put forward by Chairman Xiu,although some achievements have been made in the poverty alleviation work in Northwest Liaoning Province,it still faces such problems as lack of regional coordinated development mechanism,unclear industrial positioning,decentralized focus of poverty alleviation,and few opportunities for poor people to get out of poverty and become rich.Compared with the ultimate goal of poverty alleviation in 2020,the task of poverty alleviation is still arduous.With the convenience of poverty alleviation work,the author analyzed the problems existing in the precise poverty alleviation work in Northwest Liaoning through field investigation,interview,research literature and data collection,sorted out the advantages of developing comprehensive tourism in Northwest Liaoning,and based on the concept of comprehensive tourism development,put forward the precise poverty alleviation model and Countermeasures of "1+1+5".The research process of this paper is divided into five chapters.The first chapter briefly describes the background,significance,advance research,research ideas and research methods of this study;the second chapter summarizes the relevant theories of this study,elaborates the related concepts of comprehensive tourism and precision poverty alleviation and their relationship;the third chapter focuses on the poverty situation in Northwest Liaoning Province and analyses the existing problems in precision poverty alleviation;the fourth chapter focuses on tourism and precision poverty alleviation.Poverty alleviation policy,tourism resources and tourism market are three aspects to analyze the advantages of developing comprehensive tourism in Northwest Liaoning Province.Chapter 5 is to propose strategies and suggestions to promote precise poverty alleviation in Northwest Liaoning Province by developing comprehensive tourism in view of the existing problems in precise poverty alleviation work.The conclusion of this paper is: Northwest Liaoning has abundant human and natural tourism resources,convenient location,broad tourism market and strong support for poverty alleviation policies.It should be based on the concept of comprehensive tourism,implement industrial integration,and focus on the vigorous development of tourism,so that poverty alleviation can not only get rid of poverty,but also establish a long-term relief under the concept of ecology.Poor mechanism.On this basis,this paper constructs the "1+1+5" precise poverty alleviation model based on the concept of comprehensive tourism in Northwest Liaoning Province,that is,taking the development of " comprehensive tourism" as the concept,taking the development goal of "precise poverty alleviation",implementing the five strategies of "regional coordination","work focusing on poverty alleviation","improving the participation of poor people","shaping regional brand" and "scientific development of tourism resources".With vigorous development of comprehensive tourism as a regional development strategy,the work of poverty alleviation will focus on solving poverty problems through industrial development,and in the region through scientific planning,policy guidance,financial support and other "double-grasp and double-promotion" initiatives,so as to organically integrate comprehensive tourism and precise poverty alleviation,achieve the precise docking of "comprehensive tourism" and "precise poverty alleviation",and promote industrial transformation.In order to solve the problem of poverty in Northwest Liaoning and achieve the goal of getting rid of poverty and getting rich.
