| The year 2020 has witnessed poverty-stricken population under currently governing poverty standard of China cast off poverty in an all-round way.Lifting out of poverty is hardly the end,but a new starting point.As the post-poverty alleviation era characterized by secondary poverty and relative poverty is approaching,more concerns should be placed on how to consolidate the fruits of poverty-casting off and prevent the recurrence of poverty.In fact,many reasons account for the recurrence of poverty,among which caused by individuals themselves is the most common and difficult one to overcome.The relative poverty of labor force in the era of post-poverty alleviation is mainly attributed to sluggish sustainable development ability of talents and the ability failure of poverty population to meet opportunities and risks.A new mission in the poverty elimination campaign is how to prevent the recurrence of poverty from students since graduation so that they are able to learn a skill to cast off poverty through their own talent.Poverty-stricken population is confronted with material poverty and knowledge and ideological poverty,whats worse,the secondary vocational education oriented by promoting employment and entrepreneurship still stays in the stage of "eradicating education poverty".Grounded on the sluggish economic development of T County,destitution of relative skills accounts for poverty-stricken population having troubles in lifting themselves out of poverty.With a view to long-term development,it proves effective if with attentions to poverty-stricken population and developing skills aided by secondary vocational education.The role of secondary vocational education can be layered into a large number,including how to accurately identify and lock the education object,and carry out practical skills training at regular intervals,and whether the major setting caters for industrial development,so as to give a full play to skilled talents in poverty elimination campaign,and effectively play the role of "consolidate poverty alleviation,prevent recurrence of poverty,prevent newborn poverty-stricken population" supported by the deep connotation of education casting off economic poverty.In the post part of poverty alleviation,secondary vocational education is the accelerator and booster of poverty alleviation.Taking x school as an example,this paper studies the current situation of X school’s participation in helping to block the return to poverty in terms of vocational training,the implementation of preferential policies for benefiting the people,the strength of teachers,the combination of specialty setting and county industry,and summarizes the contribution and existing problems of x school in helping to block the return to poverty.It is found that the training facilities of Vocational Education in X school are seriously lagging behind,it is still unknown how to accurately focus on the needs of the bottom groups in the supply and support of vocational education and training,which makes the assistance effect more durable,the role of "digging out the root of poverty" urgently needs to be developed,the talent training mechanism of school enterprise cooperation is difficult to operate effectively,the practical curriculum specialty setting is separated from the function of targeted poverty alleviation,teacher is too weak in strength to help students throw away the "poor hat",the poor people under school age have weak practical ability and lack of poverty alleviation skills.Based on the analysis of the main factors of poverty alleviation,such as the lack of government investment in secondary vocational education,the lack of social support for secondary vocational education,the blind pursuit of poverty alleviation.The results show that the factors that affect the secondary vocational education to block the return to poverty include the social traditional concept of blind pursuit of high education,the doubt of the subject status of the poverty alleviation object,the limited development ability training of the educated due to the mismatch between school specialty and local industry,the imperfect governance mechanism of poverty alleviation due to the lack of education investment,and the lack of training supply due to the lack of teachers in secondary vocational schools And so on.Combined with the relevant secondary vocational education policies issued by the state,according to the regional characteristics of Xinjiang,this paper puts forward some countermeasures and suggestions to promote x school to help block the return to poverty,and constructs a long-term mechanism of secondary vocational education to help block the return to poverty,which takes the control of dropout as the main body,professional teaching as the focus,network service as the auxiliary,social training as the support to build a multi-level and multi-channel secondary occupation education to help the long term mechanism of poverty reduction.This paper aims to provide some reference for the implementation of secondary vocational education in the future.Secondary vocational education should not be regarded as the "alternative" of basic education,and is meant to play its due role in blocking the return to poverty and rural revitalization. |
