The report of the Third Plenary Session of the 18 th CPC Central Committee proposed to innovate social governance,multi-subject cooperation and co-governance,multidimensional interaction among subjects,attention to the rule of law,professional services,etc.Under this background,China proposed the socialization of anti-drug work,and referred anti-drug work to the height of "a people's war".Under this background,Guangzhou through government purchasing service introduction of anti-drug social work expertise to create work sharing is an important content of social governance structure.However,the current local governments generally pay much attention to locality drug users,ignores Non-Guangzhou registered drug users,which leads to Non-Guangzhou registered drug users' relapse rate and growth rate is higher than local register drug addicts.Therefore,under the new situation,the huge demand for Non-Guangzhou registered drug users,such as control and tracking,drug rehabilitation,help and education,has increasingly become an urgent problem to be solved.As the commercial and political center of Guangdong Province,Guangzhou has a highly developed population,logistics,capital flow and information flow,and a large base of drug users.Since 2016,Guangzhou drug control commission has actively promoted the realization of full coverage of drug control social work services for local registered drug users.At the end of 2018,Guangzhou began to purchase Anti-drug social work services for Non-Guangzhou registered drug users.But there is little research and exploration on these projects.Therefore,it is necessary to study this field,in order to further promote the social work intervention Non-Guangzhou registered drug users ' community rehabilitation(recovery)related work to provide the reference of socialization,systematic and professional construction.According to the theory of Social Governance Theory,Social Support Network Theory,Social Inclusion and Exclusion Theory,this paper takes L District of Guangzhou as the research object.By comprehensively using quantitative and qualitative research methods such as questionnaire survey and semi-structured interview,this paper makes an in-depth analysis of the real situation of Non-Guangzhou registered drug users,explores the feasibility and effectiveness of social work intervention mode,and puts forward relevant improvement suggestions in view of the lack of services.In this study,a representative anti-drug social work project of community drug treatment(rehabilitation)among Non-Guangzhou registered drug users in L District was taken as the research object,social governance theory and social support network theory were taken as the guidance,and quantitative and qualitative research methods including questionnaire survey and semi-structured interview were comprehensively applied to summarize and analyze 100 valid questionnaires.Interview anti-drug social work practice,the supervision of the senior,police and Non-Guangzhou registered drug users,total 16 people,which further analysis of Non-Guangzhou registered drug user group status and needs,to explore the feasibility of the social work intervention service and practice process,and analyze the results and related problems,and on this basis,aiming at the shortage of the service relevant improvement Suggestions are put forward.Through the study found that: Firstly,L District gets involved in the education and help of Non-Guangzhou registered drug users through government purchase of social work,which is an innovation of social governance at the grassroots level;Secondly,social work services can effectively improve the ability of using resources such as formal and informal social support for Non-Guangzhou registered drug users,so as to promote them to better achieve community drug rehabilitation and return to society;Third,social work involvement in the service of Non-Guangzhou registered drug users also exists problem like social work team is not stable,Non-Guangzhou registered drug users remote control and supervision responsibility is not clear,the lack of social work intervention of long-term mechanism and other problems.It is hoped that through this study,the society and the government will pay more attention to the drug abusers in foreign cities,so as to solve the problem of drug abusers in foreign cities in terms of system and mechanism.
