With the proposal of one belt,one road initiative,economic globalization has become an irreversible trend.Since entering the 21st century,the cooperation between China and ASEAN in the fields of economy and trade has been strengthened.With the development of information technology,the scale of cooperation between China and ASEAN countries in the field of cross-border e-commerce has also continued to expand.Cross border e-commerce has gradually grown into a new trade format between China and ASEAN.Trade facilitation refers to an important business environment index system in international trade,covering cross-border e-commerce.Due to the differences in economic,cultural,scientific and technological development levels,there have been significant differences between China and ASEAN countries in trade facilitation.The cross-border e-commerce development of ASEAN countries is extremely unbalanced.Therefore,from the perspective of trade facilitation,this paper explores the direction of further cooperation between China and ASEAN countries in cross-border e-commerce.Based on the existing research results,combined with the theory of comparative advantage and the theory of free trade area,this paper analyzes the development status of cross-border e-commerce between China and ASEAN from four aspects: the process of crossborder e-commerce cooperation between China and ASEAN,the scale of trade,the field of cooperation,and the investment cooperation.It is found that although the cooperation between China and ASEAN countries in the field of cross-border e-commerce is constantly strengthened,there are still some problems There are still some problems that can not be ignored in the west of China,which are mainly manifested in the huge differences between China and ASEAN countries in e-commerce development level,logistics and network infrastructure,relevant laws and regulations,language and culture,and the imperfect financial system of most ASEAN countries,which lead to the unbalanced development of cross-border e-commerce between China and ASEAN.Accordingly,this study analyzes the current situation of trade facilitation between China and ASEAN countries from five aspects:logistics infrastructure,Network infrastructure,customs environment,government regulation environment and logistics standard setting,and explores the trade facilitation factors that may have an impact on cross-border e-commerce between China and ASEAN This paper constructs a multiple regression model,which includes 13 independent variables:service capacity index value,international transportation service capacity index value,network population penetration rate,fixed broadband utilization rate,mobile broadband utilization rate,international network bandwidth,government integrity index value,judicial independence index value,dispute settlement efficiency index value,policy transparency index value,and service reliability index value Verify the impact of each variable on China and ASEAN cross-border e-commerce.The empirical results show that the level of customs clearance efficiency,the level of logistics infrastructure between China and ASEAN countries and the government regulatory environment are the main factors affecting the cross-border e-commerce cooperation between China and ASEAN.The level of logistics service and network infrastructure are the secondary factors,especially the network infrastructure,which has a weak influence,but its role can not be ignored.Based on the research results,this paper gives suggestions to promote China ASEAN cross-border ecommerce cooperation from four aspects: comprehensive financial support service capacity,logistics and network infrastructure construction,cross-border e-commerce regulatory cooperation and cross-border e-commerce comprehensive talents,so as to provide reference for deepening China ASEAN cross-border e-commerce cooperation.
