For human society,talents are always the most precious resource,the most important asset,and the driving force behind economic and social development.Throughout the world,talents have always been the foundation of national development,the source of scientific and technological innovation,and the key factor determining national competitiveness.Scientific evaluation of talents is one of the basic prerequisites for the healthy development of scientific research which has important significance.Scientists are the core force of the entire talent team,the backbone of science and technology,and the foundation of scientific and technological innovation.High-level and leading scientists have a decisive role in the competitiveness of science and technology among countries.There is a long period of history for the evaluation of impacts of scientific publications.After years of development,some disciplines such as science of science,scientometrics and bibliometrics are closely related to this work.However,although there are many researches on the evaluation of scientists,there is still little consideration in the time dimension.When assessing the impact of one publication,the differences caused by the citing publications behind the citation number of it are seldom considered.In the traditional bibliometric view,if two articles are published in the same journal and the frequency of citations in the database is the same,we consider that the impact of the two publications are similar,and the macroscopic discussion usually ends here.However,in fact,the impacts of these two publications may be very different in the micro level,which raises the problem that it is impossible to distinguish the impacts of two publications under the same or similar citations.Aiming at the above problems,this dissertation is based on the iterative method of network structure,taking into account the impact factor of the journal that one publication was published and the citation relationship represented by the citation network to evaluate the impacts of this publication,thereby further realizing the evaluation of scientists within a certain time window.In the end,this dissertation has taken an empirical study of 8 highly-cited scientists in Chinese mainland who were elected by Clarivate Analytics in 2018 and their highly-cited papers in the field of mathematics.The result shows that indexes proposed in this dissertation designed for the publications' impacts evaluation and scientists' impact evaluation can be used to find the deeper reason behind the number of cited frequency resulting in the impact difference.In order to further distinguish the impacts of highly cited papers and measure the impacts of highly cited scientists,this dissertation provided a new perspective and method,which is a new attempt and improvement in theory and method.The Q-index for publications' impacts evaluation and F-index for scientists' impacts evaluation proposed in this article can be used to more accurately analyze and evaluate the impact of scientists,and they can serve scientific research management departments at all levels,and then serve our country to find leading scientists in various fields.This dissertation includes 8 figures and 6 tables.
