Survey Research On Public Libraries Factual Data Disclosure Of Hebei

Factual data faithfully reflects the service,management and operation of the public library,and can be used as a carrier to visually present the library value,besides,it is also an important material in the field of public research.As non-profit public institutions mainly funded by fiscal and budgetary appropriations,releasing data on service,management and other operations to the public is an important form of information disclosure.The General Office of the State Council has already issued guidelines to regard the public cultural field as one of the key areas to further promote information disclosure.This author conducted survey research on public libraries factual data disclosure of Hebei.The survey found that public libraries factual data disclosure in Hebei Province is overall insufficient;the data release channels are obstructed;the data release is often delayed and lack of continuity;the data release location is not obvious enough to be seen;the readability of data reports is insufficient;the data utilization is not satisfactory.In fact,the insufficient funds and personnel resources,libraries' different willingness to disclose,and patrons' low enthusiasm for cooperating with statistical research are all bottlenecks that restrict the further improvement of factual data disclosure in Hebei.Based on this,authorities and public libraries can make improvements from the following aspects: first,to establish and complete the factual data disclosure system and operating specifications;second,to implement a higher the coverage of automated statistical technology among district and county-level libraries,and the technical support may ensure the efficiency and standardization of public library statistics;third,to optimize the configuration of personnel professionals in each work module,organize statistical analysis skills training for librarians;fourth,to enhance inter-departmental cooperation as well as the process management from data generation to data release;fifth,to improve the library factual data utilization from the perspectives of data promotion,data release channels,website construction,view of patrons,content subdivision,statistical analysis,social cooperation,academic research,etc;sixth,to take privacy protection for both librarians and patrons into account;seventh,to gradually build and develop an integrated factual data release platform,in order to make dynamic observation and interconnection of factual data possible among libraries.
