With the improvement of living standards and the rising per capita consumption level, people's demand for products is rising day by day.At the same time, many practical problems emerge as the times require, such as food safety, especially the safety of cold chain products.According to statistics, the consumption of various cold chain products in China is increasing year by year, and the circulation scale of cold chain products is also increasing. Therefore, the storage and transportation of cold chain products is of great importance. In addition, different from the ordinary temperature products, the cold chain products have the characteristics of short shelf life and easy corruption. Therefore,it is particularly important to take measures to ensure the freshness of cold chain products in the links of production, storage, processing and retail. However,in the current research on the quality of cold chain products in China, many scholars have made perfect assumptions about the quality of cold chain products, and do not take into account the quality defects caused by the reasons for the cold chain products, such as the improper labeling or the unclear label printing, the uneven cutting of the products, and the collision in the transportation process. The quality defects caused by collision not only lead to a decrease in customer satisfaction, but also further affect the cost accounting of the whole supply chain. In addition, the human behavior will have a certain impact on the operational efficiency in the whole supply chain operation process, but in the past, scholars mostly focused on the problems of product production process, carbon emission, supply chain and scheduling ordering, while there are few studies on the learning effect of ordering personnel in the process of ordering products. Therefore, adding the factors of quality defect and learning effect to the research of cold chain inventory will help to improve customer satisfaction and improve the overall competitiveness of supply chain. In view of the instability in the production, processing, storage and transportation of perishables, and based on a two-stage cold chain system composed of a manufacturer and a retailer,a cold chain inventory integration model with random quality defects and deterioration rate follows the two-parameter Weibull distribution is constructed. The optimum inventory strategy of all the members of the supply chain is determined from the point of view of minimizing the average total cost of the supply chain in this paper. The simulation example is written by genetic algorithm, and is simulated by Python2.7 software. It is found that the raw material deterioration rate, the yield of finished product and the learning rate of fixed order cost are all positively related to the average total cost of cold chain, and the deterioration rate of raw materials in cold chain is less than the finished product. The learning rate of fixed order cost has the most significant impact on the total cost of the system, especially the retailer's learning rate.
