Abstract/Summary:
According to the "Notice on Printing and Distributing the "Internet+Human Resources and Social Security" 2020 Action Plan" issued by the Ministry of Human Resources and Social Security,it is proposed to "promote the platformization of service resources,data resources and infrastructure resources in the field of human resources and social security and improve the open sharing mechanism of various resources and encourage social forces to participate in people’s livelihood services and form the goal of a new form of public participation and social co-construction",and promote the construction of "Internet+human resources and social security" in stages with a gradual promotion model.In order to implement the "Internet+human resources and social security" policy,a city needs to provide mobile Internet multi-channel business processing services for human resources and social security public service platforms and integrate its online and offline service-related system entrances and operations,to build a "joint-type" service scenario to achieve the goal of "one-stop handling" of service matters.In order to achieve the above goals,there are still many urgent problems to be solved,mainly including the following aspects:(1)Multi-channel access:Alipay city service,WeChat city service,human resources and social security service APP and other channels continue to increase and need to cooperate with each other and docking business systems;(2)Multi-platform docking:The service system construction is divided into sections,and each one is docked with the business system.Different business systems provide their own public services,and there is a one-to-one,one-to-many service relationship;(3)Formulation of service standardization:Public services lack a unified standard specification and integrated construction ideas and public services are not based on the overall perspective and standards are not standardized and internal services are not unified;(4)Agile development and rapid iteration:"Order-form" interface development is difficult to adapt to the rapidly changing needs of services and service interfaces are customized and there are problems such as repeated development and long development cycles.Based on the above problems,this paper designs and implements a human resources and social security public service platform based on a micro-service architecture to meet the needs of the Human Resources and Social Security Bureau for mass affairs,channel management and business management.The HSM platform divides the entire system into multiple subsystems such as public service management system,event process management system,unified interface management system,message management system,content management system and talent mobile terminal.This article mainly introduces the following subsystems.(1)Unified management of public services:This subsystem manages the channels,application systems,services and operations of the access platform accordingly;(2)Item flow management system:The item flow information can be configured in the subsystem and the item flow can be divided into multiple catalogs.Each catalog contains the multiple different item information and it can configure the channel to which the item belongs;(3)Unified interface management system:The development of unified interface management helps to realize the simple construction and reuse of pages,mainly including interface catalog management,interface design and preview functions.Through the above three subsystems,channels and business systems are integrated to provide corresponding event services for human resources and social security mobile terminals.The HSM system is developed based on the Spring Boot framework.It uses databases such as Oracle,MongoDB and Redis to store data and uses the Activiti workflow mechanism to allow the multi-level participants of the system to pass approval information in accordance with their approval order,Using BPMN can display the results of the process items in the entire Activiti,effectively sort out the work process and improve the work efficiency,After the HSM platform was put into use,it sorted out the internal staffs work process and provided convenient and fast office conditions for the human resources and social security bureau staff;it reduced the masses’ work process and meet the ultimate expectation that you can complete the transaction with only one door;it reduces the docking work between staff and channels and business systems,it meets the needs of channel subscription services,it reduces the work costs of related units and lays a solid foundation for subsequent related work.
