Research On Data Security Policy Based On Text Quantification Method

Advances in science and technology have accelerated the speed of data updates and the value of data has gradually increased.With the widespread application of big data in various fields,data security issues have also continued to arise.In addition,the process of global data open sharing is continuously accelerating,and the contradiction between data openness and data security is gradually emerging.In order to improve the efficiency of data security management in practice,and to cope with the emerging data security issues in the new situation,this article reviews and analyzes China's current data security policies.This has important practical significance and application value for further improving China's data security policy system and promoting the process of data security protection.This essay takes China 's existing data security policies published on open platforms as the research object,and screens policy texts based on the principles of normalization and timeliness.Finally,289 data security-related policies were selected,for a total of 406 policy texts..Based on data security,policy science,policy tools,and other related theories,the research is carried out from four aspects: text type,subject,policy theme,and policy tools.Quantitative statistical methods are used to study the time evolution of texts and types of texts;social network analysis is used to analyze the subject of separate and cooperative texts;high-frequency keywords of text are extracted using word segmentation software,and co-word analysis methods and multivariate are used Statistical analysis methods are used to classify policy text topics;combined with quantitative analysis methods and content analysis methods,the policy tools used in policy texts and the specific stages of the data life cycle involved are analyzed.It is found that China's data security policy has the following characteristics at this stage: two types of notifications account for more than 80% of all policies;the number of documents issued by a single agency accounts for 85.81% of all policies;The theme of the policy focuses on four major categories such as data security and emergency measures,security and privacy protection,data backup and security,and data sharing and security;Among the basic policy tools,supply-type policy tools and environmental-type policy tools are equivalent in number,while demand-type policy tools only account for 4.87% of all texts;data backup and data sharing both account for more than 20% of the total in each stage of the data life cycle.Data evaluation and data destruction only account for about 1%.From this we can see that although China has done a lot of work on data security policies in recent years,there are still some deficiencies such as lack of specific implementation rules,low levels of inter-agency cooperation single topics involved and uneven deployment of basic policy tools.In order to improve China's data security protection system,this article puts forward suggestions for the optimization of data security policies such as implementation of specific implementation rules,the establishment of a specialized regulatory agency,minimize policy blind spots,emphasis on the comprehensive configuration of policy tools,and coordination of various stages of the data life cycle.
