Research On Personal Privacy Leakage And Protection In Government Data Opening

With the vigorous development of the big data era,the opening of government data has become the mainstream of development.However,with the continuous development and improvement of government data opening,the security problems in this process are increasingly prominent,and the problems and risks of personal privacy disclosure also follow.Firstly,this paper expounds the relationship between the seemingly contradictory concepts of personal privacy protection and government data opening.Secondly,the risk types of personal privacy disclosure involved in the process of government data opening are analyzed from the perspectives of data life cycle and risk sources.From the four aspects of law and policy,platform construction and technology,personnel quality and awareness,data management and review,this paper puts forward the factors affecting personal privacy disclosure in government data opening.Furthermore,through the questionnaire,the public’s understanding of the factors affecting the disclosure of personal privacy in the government data opening is investigated,and the reliability and validity of the questionnaire were analyzed.Using case analysis method,this paper conducts a personal privacy disclosure survey on the well-developed government data open websites in China,and explores and analyzes the specific influencing factors of personal privacy disclosure from the above four levels.Finally,according to the above research results,the author puts forward some effective countermeasures to improve the privacy disclosure in the process of government data opening.It provides certain reference value for the construction of a national government data opening platform and further prevents the risk of personal privacy disclosure.
