“National Innovation Driven Development Strategy Program” released in 2016 symbolizes the unprecedented importance that innovation has been endowed with.As the saying “Intelligence promote the innovation driven strategy” goes,scientific and technological innovation need the guide on direction,steps,methods,etc,which means making perspective prediction determines the fate of innovation.From the enterprise angle,scientific prediction determines the development and for the nation it provides intelligence support.While the changes in scientific and technology innovation fields,policy and strategy means the new requirements for intelligence in innovation process.Promoting the innovation driven development strategy and optimizing the functions as intelligence provider brings the challenge to intelligence staff.According the different data resources,current scientific and technology prediction methods mainly include the patents and papers which both caused the time lagging thus influencing the prediction result.According to the research technologies,current prediction methods mainly include the quantitative analysis in which the Delphi Method predicting the future development through the professor views is typical.This method has several problems such as the results being usually subjective,consuming much time and fortune and low accuracy and reliability.Another way is qualitative analysis,which makes up the shortcomings of data support shortage in quantitative analysis,though contains limitations such as the qualitative analysis only refers the external information without deep mining the internal technology contents.As development in the Internet and natural language processing,using the more perspective planning texts as the data and data mining as the technology to extract the technology information from the whole text and construct the future science and technology roadmap to making scientific prediction gets realized.This research mainly includes four parts:(1)Investigate and research the latest developments of scientific prediction and science and technology roadmap construction.(2)Provide a kind of semantic tagging and information extraction method based on language rules which includes summarizing the language rules and compiling rules.(3)Provide a kind of roadmap construction method which include sorting information that are extracted from the planning text,integrating the time tags and strength property and constructing the roadmap.The experimental result shows that the method proposed in this paper could predict the innovation direction more effectively and accurately,meanwhile,reflect the science and technology innovation topic more completely and transparently,which provides reference in national policy making.
