The Third Plenary Session of the 18 th CPC Central Committee put forward the general goal of improving and developing the socialist system with Chinese characteristics and accelerating the modernization of the country's governance system and governance capacity.Efforts to improve the ability of education governance,and put the spirit of the Third Plenary Session of the 18 th Central Committee into the field of education,will become one of the important contents of education work.As the main body of education governance,the comprehensive ability to promote the development of education manifested by the subject of education governance in handling education governance affairs has an important impact on promoting the development of education governance and its modernization,and even on the development of the modernization of national governance.This paper takes the improvement of educational governance capacity as the research perspective,takes H Middle School in Guide County in rural Qinghai as the research sample,and uses the observation method and interview method as the main research methods.Problems and the deep-seated reasons behind them,and give relevant countermeasures with practical significance.The study found that the current situation of education governance and the problems in the governance capacity of H Middle School in Guide County are mainly manifested by the diversification and participation of educational governance subjects,the decision-making mechanism of educational governance,and the evaluation mechanism of educational governance.The ownership of governance decision-making power and educational evaluation methods have become important factors affecting the improvement of their educational governance and governance capabilities.As an important part of education development,education governance ability has a richer understanding.For example,education governance ability includes the understanding and recognition of educational values that represent group interests;including the formation,implementation and debugging of the school's education system It also includes the learning and application of the system,as well as the innovative ability to implement the system based on the actual situation of the school.These three promote the improvement of school governance capacity in a progressive way.Specifically,the lack of motivation for the actual development of regional education,the difficulty in building a teaching staff,and the limited level of governance capabilities of school organizations and individuals have become important factors affecting the improvement of the school's educational governance capabilities.In view of this,the school organizes the study of advanced educational concepts and updates the educational governance concept;optimizes the construction of the school system and continuously improves the collaborative ability;strengthens the integration of educational resources,and innovates educational governance techniques.
