During the "Thirteenth Five-Year Plan" period,the gross enrollment rate of higher education in my country exceeded 50% and entered the stage of popularization.The number of higher education institutions has continued to increase,and the number of students in schools has been increasing.Under the socialist market economy system,relying solely on government financial appropriations can no longer meet the strong demand for social resources of colleges and universities.Therefore,it has become a real problem for colleges and universities to broaden the sources of funding sources to achieve diversified financing development.The University Education Foundation,as an important carrier to support President Gao's long-term development and external liaison and cooperation,is a platform and link for people from all walks of life who are concerned about the development of higher education and social welfare and charity to donate and fund studies.Although the development in my country started relatively late,the development momentum is strong,and the scale of new additions continues to expand.At present,the overall development of the management and operation of university education foundations in our country is not perfect,and the regional development is unbalanced and insufficient.There is still considerable room for improvement in the work practice of university education foundations.This research takes the development and operation of university education foundations in my country as the starting point,and introduces the historical evolution and development of education donations and university education foundations at home and abroad.According to the FTI rankings of the China Foundation Transparency Index published by the Foundation Center Network,we select among them The 29 university education foundations with full scores in the China Foundation Transparency Index FTI were used as the research objects,and the organization structure,financial management,and project management of these 29 university education foundations were analyzed in depth,and the 29 university education foundations were compared and analyzed.,To understand the overall development status of my country's university education foundations,to discover the current problems and deficiencies,and to put forward corresponding countermeasures and suggestions.This research first starts with the conceptual connotation and functional characteristics of university education foundations,analyzes the similarities and differences between university education foundations and other non-governmental non-profit organizations,and points out the three characteristics of non-profit,subjectivity,and unpaid nature.Combine with the theoretical basis of university education foundations,such as higher education cost sharing theory,social capital theory,corporate citizenship theory,social philanthropy pyramid model and other theories.Through historical research,it sorts out the historical evolution and overall development of ancient and modern Chinese and foreign education donations and university education foundations.It also sorts out several distinctive university education foundations in the United States and introduces their advanced experience in their development and operation.Secondly,by selecting 29 university education foundations with perfect transparency in the FTI list of the Foundation Center Network,as the research object,through data collection,data induction and statistics,an in-depth analysis of the organization of 29 university education foundations The current situation of the development of architecture,financial management and project management has identified the problems existing in the management process of my country ' s university education foundations,and briefly reviewed and analyzed them.Finally,in response to the problems of 29 university education foundations,corresponding countermeasures and suggestions were put forward.In terms of the organizational structure of the University Education Foundation,the organizational structure should be improved to improve work efficiency;the scale of off-campus directors should be appropriately expanded,taking into account the scale effect of the board and the coordination cost;the professional team building of the foundation should be strengthened,and the performance evaluation and incentive mechanism should be formulated.In terms of financial management of university education foundations,a pioneering,pragmatic and efficient fund-raising mechanism should be guaranteed;a scientific and sound investment mechanism should be established;and a fair,just,open and transparent fund operation mechanism should be implemented.In terms of university education foundation project management,personnel training should be strengthened to improve the level of professionalism;the project classification management system should be optimized to improve the efficiency of the foundation;create characteristic public welfare projects and establish a brand image;ensure that the project process is open and transparent,and actively promote public welfare deeds.
