In the process of urbanization,rural and migrant workers continue to flow into cities and towns,making the number of school-age children more and more.The increase of degrees has brought some pressure on teachers in urban primary schools.The relevant departments through the overall coordination of teachers throughout the district so that urban primary schools can open all kinds of courses,to ensure normal teaching,but also make the urban primary school teachers are basically saturated state,there is no spare capacity to provide redundant teachers.In 2019,J District began to implement small-class teaching,and urban primary schools changed large classes with a class size of about 60 students into small classes with a class size of less than 45 students,which requires a large number of teachers to implement the policy.Because J area establishment and finance in towns and the influence of such factors as at primary school teachers could not make up,in order to ensure the small-class teaching in normal town primary school,J area through a third party from social unified dispatching company recruited 400 no formal establishment of part-time teachers',sent to each town primary school to supplement the deficiency of writing teaching jobs.The addition of external teachers to urban primary schools ensures the normal development of small-class teaching activities and meets the desire of the society and parents for smallclass teaching and high-quality education,but it also brings some problems in the management of external teachers.Based on the management problems of external teachers,this paper focuses on the government,schools and external teachers,and adopts the methods of literature research,interview,questionnaire survey and comparison according to the hierarchy of needs theory and equity theory.The author mainly found the following problems in the investigation:the intensity of the financial investment of the relevant departments and the intensity of the relevant policy support affect the management level of external teachers;School management in the professional growth of external teachers,evaluation,performance assessment,humanistic care and other aspects of the lack of management also affects the management level of external teachers;The external teachers' professional ability,professional ethics,psychological state and other aspects are not optimistic,which affects their management level.In view of the problems existing in the management of external teachers in urban primary schools,the author puts forward specific countermeasures to solve the above problems from the three levels of the government,the school and the individual external teachers.The government should increase financial input,such as the establishment of a classification and grading wage system,to improve their wage level;Improve the strength of relevant policy support,such as the establishment of external teacher resource pool for procedural recruitment;Establish the "legalization" system of external teachers' identity so that they can be recognized and respected by the society;Establish a targeted recruitment system,and recruit a certain number of teachers from outstanding external teachers every year.The second is the school.Schools should expand the ways of professional development of external teachers through training and research,make the evaluation and selection of excellent teachers first and performance assessment fair and just,and implement the humanistic care in place.Third,external teachers.I should continue to learn through the support of the school,improve my professional ability and professional ethics,and actively adjust my psychological state.To solve the problem of external teachers management is helpful to improve the management level of urban primary schools,and then improve the level of urban primary school education and teaching,which is the purpose and significance of the main research of this paper.
