Gaokao is the abbreviation of the national college entrance examination.In China,the college entrance examination has undergone three major reforms since it was resumed in 1977.Although some achievements have been made in these reforms,deeper problems have not been fundamentally resolved.In September 2014,marked by the"Implementation Opinions on Deepening the Reform of the Examination and Enrollment System" issued by the State Council,China officially launched a new round of comprehensive reform for college entrance examination.In this reform,the Chinese government adopted an incremental reform path that pilot first and then promote to the whole country,and 31 provinces and regions(municipalities and autonomous regions)of the country’s mainland were implementing the reform batch by batch and stage by stage.Then what are the characteristics and performance of the incremental reform of new college entrance examination?How about the internal conditions and external environment for carrying out the incremental reform?What will the incremental reform develop in the future?The study of these problems is not only conducive to expanding and enriching the theoretical perspective of people about China’s new college entrance examination reform,but also helpful for people to better understand the implementation plans of the first three batches of pilot regions,forming a more comprehensive realization about the path of the reform so as to facilitate the subsequent implementation of the reform of new college entrance examination.The research mainly adopted literature and text analysis method.The SWOT analysis framework and Transitional Economics are tentatively applied to the study of college entrance examination reform.In addition to the introduction and conclusion,this paper consists of five parts.The first part mainly defines and interprets the three core concepts(college entrance examination,new college entrance examination,incremental reform)and two theoretical bases(SWOT model,Transitional Economics.)involved in this paper.The second part mainly gives a brief overview of the background and reasons of the reform of the new college entrance examination system.The third part,according to the implementation plans of the reform in the first three batches of pilot regions,analyzes the concrete performance of the incremental reform from the three dimensions of dual-track system,incremental and transitional.The fourth part,with the help of the SWOT analysis model,makes a detailed analysis of the advantages and disadvantages of the incremental reform itself as well as the potential opportunities and threats in the external environment.The fifth part offers some implementation recommendations about the incremental reform of the new college entrance examination from the S-O,W-O,S-T and W-T four aspects.According to the study,there are mainly three advantages of the incremental reform of the new college entrance examination as following:first,it conforms to the bounded rationality of social practitioners;second,it creates enough time to build the new college entrance examination system;third,the cost of the reform is smaller in short-time.But there are also two weaknesses at the same time.For example,the allocation of the reform fund is lagging behind,and some officials seek their own interests through their power.On one hand,the reform can be advanced by the support of policies and documents released by the party and the government.The regional differences and the pursuit of stability by the general public can also help its promotion.However,it will face some threats,such as the constraint of people’s knowledge,the accustom of traditional college entrance examination system and the pressure and doubt from public opinion.Therefore,based on the SWOT analysis framework,the author matches the internal conditions and external environmental factors of the incremental reform of the new college entrance examination,puts forward the S-O,W-O,S-T and W-T four strategies,so that the reform can make best use of strengths and avoid weaknesses,achieve the best results.
