It is a common family and social problem that in primary school,children leave school early,while their parents leave work late.And the children’s safety cannot be guaranteed during the vacuum period,the after school homework and extracurricular activities cannot either.In order to solve this problem,the Ministry of Education made regulations---"Guiding Opinions of the General Office of the Ministry of Education”on issues about After-School Services for Primary and Secondary School Students",which provides detailed regulations for the after-school services on the main channels,voluntary principles,service content,safety security,fund sources,and supervision assessment etc.These rules attempt to use the school’s advantages to provide after-school services for primary school students.However,according to the implementation of this new policy,we can see that the realization of policy intent contributes to effective policy implementation.The current after-school service policy of primary school is still in the initial period of "crossing the river by feeling the stones",and the experience that related to it is not yet mature.Town C upholds a stable implementation attitude and implements overall planning within the county.The school develops autonomously according to its own situation.The research results show that the after-school service policy has alleviated the problem of some parents’ picking up and dropping their children,also solved the problem of parents’ guiding their children to write homework.And the social conflicts have been alleviated which has promoted the development of Town C to some certain extent.However,any new public policy needs to experience a long period over and over again,from the formulation,promulgation,implementation to adjustment and improvement.Still,there are always some certain problems during the process of policy implementation process.When Town C implements the after-school service policy for the first time,a certain deviation has also occurred,and the expected policy intention has not been fully realized.This research studies the after-school services policy in primary schools from the perspective of implementation.It uses literature analysis,questionnaire surveys,and conversation methods to collect materials and data related to the after-school services in Town C,and analyzes the problems in the implementation of the policies.Based on the Smith policy implementation model,it analyzes the existing problems,and puts forward the countermeasures and suggestions to solve the problems.Town C has incomplete rules during the implementation of the after-school service policy;unclear supervision responsibility and assessment mechanism;single after-school service content and form;lack of enthusiasm on serving teachers;unclear understanding of goals by students and parents;Parents’ dominant awareness of “hands off”;the lack of funding guarantees for after-school service policies etc.Based on Smith’s policy implementation model,this research aims to improve relevant policy contents: establish reasonable and feasible after-school service goals;encourage executive entities to implement after-school services: schools should strengthen their sense of responsibility,improve teachers’ incentive programs,and increase teachers’ enthusiasm for participation;Strengthen the sense of responsibility of the execution object: enhance the awareness of students and parents;optimize the environment for policy implementation: strengthen financial support and strengthen human support.These actions on these aspects will effectively solve the problems of after-school services in primary and secondary schools,then we can provide students with consummate,effective and mature after-school services,and these actions can also promote the healthy and scientific development of after-school services in primary and secondary schools. |
