A Case Study On The Reinvigorate And Development Of Sichuan Sports Venue Association

The study of the third sector is a new field of public management.Industry associations and chambers of commerce is the typically “third sector”.In Chian,many of them were formed from top to bottom under the special background.They have been holding “the title of government” for a long time and highly depend on administrative organs to survive.In July 2015,《The General Plan for Decoupling Industry associations and chambers of Commerce from administrative organs》was issued,from which Chinese industry associations formally entered the most thorough reform new era.Industry associations and chambers of commerce will be thoroughly“weaning”,can not reliance on administrative organs anymore,and must survival by itself.However,in practice,we found that many “in-system” industry associations are stagnated,or even be eroded dramatically because of various difficulties after “decoupling”.And Sichuan Sports Association,who was the same kind of “in-system” association,break the chain after the“decoupling” reform,explores the effective path to development actively,plays important role in National Fitness Policy,sports public services and Sporting Nation goal,fully activate association,and continue to enrich and fulfill the missions.Based on the Failure Theory（Contract Failure Theory and Voluntary Failure Theory）,Resource Dependence Theory and other professional theories.By analyzing the new functional position and play,the new relationship between government and association as well as the relationship with the market,the members,and the success way to get resources and money one by one after Sichuan Sports Venue Association “decoupled”,we find that only because of “role reconstruction”,“relationship reconstruction” and “fund reconstruction”,Sichuan Sports Venue Association can get successful and effectively development after “decoupled”.In this way,the “three factors” analysis model is established for research.Finally,it is concluded that the venue associations should take“function remodeling as the root point”,“relationship building as the breakthrough point”and “open source and increase income as the starting point” after “decoupling”,so as to successfully complete the vitality reconstruction of the association.At the same time,the author also specifically proposed that functions can be reconstructed by “highlighting highlights,taking the venue as the center”,“cohesion and development,taking the sports as the link”;With “maintain public interest,establish and consolidate the credibility of the association”,“use the market,build and stabilize the mutual-benefit community” to build new relations;As well as “take the initiative to broaden the income channels”,“multi-force,to fully materialize” to help the association break through the capital bottleneck.In this paper,I hope to provide suggestions and advice on how to vitality reconstruction for the Sports Venue Association after “decoupling”,so as to play its due role and meet the needs of reform and people.
