On September 10 th,2018,General Secretary Xi Jinping stressed at the national education congress that "to establish the educational concept of health first and open all the physical education classes,so that students can have fun,strengthen their physique,improve their personality as well as temper their will with exercise",which have put forward the basic requirements for the development of school physical education.The people's government of Wenzhou mentioned "supporting all types of school-running institutions to conduct education through financing,joint ventures and cooperation,and supporting public and private schools in purchasing management services,teaching resources and scientific research achievements from each other" in the implementation opinions on further deepening comprehensive reform and promoting the healthy development of private education.Wenzhou is the first pilot of private education reform in China.It's success has promoted the rapid development of private education,so that the development of private education has become the gold-lettered signboard of Wenzhou education in the whole country.Of course,as the reform is still under way,there are many problems need to be solved through deepening reform,such as the shortage of educational resources in primary and secondary schools,teaching quality problems and so on.How to fully implement the requirements put forward by General Secretary Xi Jinping "to open all the physical education classes" is the most fundamental issue related to the fundamental orientation of implementing the Party's educational policy,more importantly,to the cultivation of talents.By researching and constructing Wenzhou's physical education teaching resources sharing platform to solve the problem of shortage of physical education teaching resources and physical education quality in primary and secondaryschools,It is not only of practical value to promote the development of physical education in Wenzhou's private primary and secondary schools,but also of demonstration value to the physical education reform of national private primary and secondary schools.Based on the investigation of the present situation of physical education teaching resources in Whenzhou's private primary and secondary schools,this study introduces the theory of regional resource and the theory of resource integration and sharing,then comprehensively applies the methods of literature,questionnaire,mathematical statistics,expert interview and field investigation.It mainly focuses on the following three aspects:First of all,on the basis of the requirements on teaching resources and student ratio in primary and secondary schools promulgated by the state,this paper contrasts and analyzes the index data of the development situation of physical education teaching resources in Wenzhou's private primary and secondary schools,and scientifically orientates the present situation of the development of physical education teaching resources in Wenzhou.Secondly,attribute the main factors that influence the construction of physical education teaching resources sharing platform in private primary and secondary schools in Wenzhou and analyze them one by one.Thirdly,conduct in-depth study by focusing on how to build Wenzhou's private primary and secondary school physical education resources sharing platform,and make a systematic exposition about the feasibility of the platform construction,platform structure template and function,countermeasures and other issues.The specific conclusions are as follows:First,the private education reform in Wenzhou has seen good results,however,the development imbalance between regions and schools is prominent.As a pilot of private education reform in China,Wenzhou has achieved remarkable results and the reform has been a success.The reform has led to the rapid development of private education in Wenzhou.However,there are many problems and the development is unbalanced,particularly the problems of physical education,such as the shortage of physical education teachers,the shortage of physical education hardware resources,the insufficient investment on physical education,the low utilization rate of physical education resources and the insufficient sharing rate.Some schools have not even met the requirement that "opening all the physical education classes".Second,Wenzhou's private primary and secondary school resources sharing platform is difficult to build with a number of constraints.Under existing conditions,invigorating existing quantity and increasing increment are the effective ways to change the shortage of physical education teaching resources.There are many factors that influence the construction of the sharing platform of physical education teaching resources in private primary and secondary schools in Wenzhou.The main factors are:(1)the particularity of private education,(2)the sharing and coordinated management constraints among private schools,private schools and public office,(3)the safety of students is difficult to guarantee in the sharing process,(4)financial management constraints.Third,conduct top-level design,scientific planning,accurate practical policies as well as the construction of resource-sharing platform,and improve the high-quality development of physical education in private primary and secondary schools.The construction of physical education teaching resources sharing platform for private primary and secondary schools in Wenzhou should:(1)be led by the department of education administration with collaborative participation of private and public schools to construct the mechanism,(2)be a three-level shared network platform whose main body is between schools,between regions and within the city,(3)invest shared funds to ensure the smooth operation of the platform,(4)establish the operation management system of the physical education resources sharing platform to ensure the operation of the platform,(5)construct the incentive mechanism of physical education resources sharing.
