Improve The Research On The Diversified Settlement System Of Land Transfer Disputes

In the report of the 19th National Congress of the Communist Party of China,it is proposed to build a social governance pattern based on collaboration and broad participation,with the goal of benefiting all,strengthen the construction of mechanisms to prevent and resolve social contradictions,and correctly deal with contradictions among the people.Diversified dispute settlement is a social adjustment system.In this system,there are a variety of dispute settlement methods.Each dispute settlement method forms a complementary dispute settlement procedure system with its specific function and operation mode,so as to meet the diversified dispute settlement needs of social subjects.To explore the application of diversified dispute settlement mechanism in the field of land circulation,based on the comprehensive research of domestic and foreign literature,this paper analyzes the diversified settlement of land transfer disputes.The full text is divided into four parts.The first part is the introduction.This part mainly introduces the basic contents related to this paper.By combing the research of domestic and foreign scholars,it is found that there are lots of research results on the diversified disputes settlement and the settlement of land transfer disputes,but there are little research on the diversified settlement of land transfer disputes.Then,the paper carry out further research and demonstration by using the methods of literature research,comprehensive research and case study.The second part is an overview of the diversification of land transfer disputes.The main content is the basic knowledge of diversified solutions to land transfer disputes.This paper analyzes the basic concepts of diversified solutions to land transfer disputes,analyzes the theoretical knowledge such as new public management theory,collaborative governance theory and social conflict theory applied in this paper,and summarizes the case exploration and innovation of diversified solutions to land transfer disputes.The third part is the main problems of the land transfer dispute diversification system.It is found that the main problems are the imperfect function construction of the diversified settlement system of land transfer disputes,the poor implementation effect of the diversified settlement system of land transfer disputes,and the insufficient construction of the diversified settlement support system of land transfer disputes.The fourth part is to perfect the land circulation dispute diversification system of thinking and Suggestions.Suggestions are put forward to improve the diversified solution system of land transfer disputes from four aspects:strengthening the construction of normative system,strengthening the construction of operation system,improving the work cohesion system and perfecting the talent system:the author believes that the construction of legal system and social system of diversified solution of land transfer disputes should be strengthened;establish and improve the land transfer dispute appeal response system,work security system and work evaluation system;to promote the interaction and docking of diversified solutions of land transfer disputes,and the authority of diversified solutions of land transfer disputes extends to the grassroots level;while absorbing more talents from social fields to participate in the diversified settlement of land transfer disputes to enrich the talent structure,it is necessary to improve the talent training system of diversified settlement of land transfer disputes and improve the ability of dispute resolution talents.
