Local Government Effectiveness Evaluation Research

Local government effiectiveness evaluation is an important way to promote scientific administration and democratic political system.At present,China is in a special period of social transformation and reform.In terms of regional development,the five cities in southern Jiangsu(Nanjing,Suzhou,Wuxi,Changzhou and Zhenjiang),located in the south of Jiangsu Province and the core of the Yangtze River Delta,are intertwined because of their geographical proximity and cultural affinity.In the new era,the local governments in southern Jiangsu closely adhere to the theme of integration and high-quality development,have the courage to explore and innovate,carrying out various forms of effectiveness evaluation work in combination with their own reality.This paper combs the concept and theory of "local government effectiveness evaluation".On this basis,it makes a historical review of government effectiveness evaluation,and divides the process of government effectiveness evaluation into the initial stage,the exploration stage and the development stage.Using the comparative research method,this paper explores the development process of effectiveness evaluation in western developed countries,which focuses on scientific guidance and legislative rules,and emphasizes reform and innovation.Taking five cities in southern Jiangsu Province as an example,this paper uses the literature analysis method to collect the cases about the effectiveness evaluation,analyzes and thinks about it from nine dimensions: administrative level,evaluation cycle,duration,organization,subject,object,content and index,method,result and application.It has improved in the goal orientation,citizen satisfaction,key work and evaluation subject and other aspects,which has also brought certain results to the shaping of administrative culture,the construction of management mechanism and the promotion of political system.At the same time,this paper examines the evaluation practice of local governments in southern Jiangsu Province through investigation and interview,pointing out the shortcomings of effectiveness evaluation in the aspects of goals and interests,theory and understanding,system and mechanism,technology and methods,and analyzes the possible causes of the difficulties from three aspects: self conditions,effectiveness measurement and public participation.Finally,focusing on the system construction,multiple subjects,index setting,platform construction and result application,this paper puts forward some policy suggestions to improve the reform and innovation of local government effectiveness evaluation.Combined with the new public management theory,the principal-agent theory and the new public governance theory,we must further strengthen the reform and innovation to the effect and benefit of the local government effectiveness evaluation.First of all,we should make clear the goal orientation,build an integrated management mechanism,and strengthen the construction of information platform,refined research and evaluation results.Secondly,we should promote the design of effectiveness management system,strengthen the structural innovation of administrative organizations,and clarify the vision and mission of the government.On the basis of improving the top-level design and taking multiple participation as the starting point,the government,the third-party evaluation institutions,the public and the media are integrated into practice to make the evaluation process more scientific and fair.What’s more,we should optimize the setting and weight distribution of evaluation indexes,use cost-benefit analysis method reasonably,and establish a set of scientific,effective and feasible effectiveness evaluation index system.The innovation of this paper is to interpret the development process of effectiveness evaluation from the historical progressive perspective of "efficiency,performance,effectiveness".Through the integration of multiple cases,this paper explores and analyzes the government efficiency evaluation in southern Jiangsu Province,which is geographically similar.Deepen the understanding of administration and government governance,In order to form the evaluation experience with Chinese characteristics.
