Private Foundation, as a typical representative of folk charitable organization, has presented great vitality in raising social resources, resolving social problems and promoting social innovation. Since the issue of State Council<foundation management regulation> in2004.6, Private Foundation acquired high-speed development within10years. Compared to Public Foundation, Private Foundation is less reliable on government funding, more socialized and more independent. Merely as a social organization form, it is also a reflection of certain social structure and has intimate contacts with the generated social system environment. For this reason, this article, intending to the Private Foundation of Jiangsu and Zhejiang as investigation object, explore the unique social environment of Private Foundation, especially the relationship between local government and Private Foundation.The renewal of Jiangsu and Zhejiang’s charity can be regarded as the current development of China’s charity model. This paper firstly compares the different situation of private foundations in Zhejiang and Jiangsu Province, and then discuss the reasons for differences and what a role the government in this process. By comparison, according to local characteristics, the two governments gradually worked out their different economic management and social management, and the way of social management and economic management contact with each other. From the relationship between the government and NGOs, it is not difficult to see that the potential impact of southern Jiangsu model and Wenzhou model. Private Foundation in Jiangsu province, with its obvious government-oriented management, is in line with its consistent economic development mode’Southern Jiangsu model’tradition. For government mighty push, Jiangsu has been in front of other provinces in the great progress of Public Foundation and Private Foundation development. By comparison, Zhejiang Province is adopting light-heeled attitude to the charitable organization growth and the Private Foundation showing a steady development trend. Through the comparison of the two different path of Jiangsu and Zhejiang’s charity, even if Jiangsu has accomplished significant effect in quantity in the beginning period of charity development, it still weaks in sustainable development, citizenship spirit and charity performance. At the same time, Zhejiang Private Foundation’s fast development has set an example to China folk charity progress. Comparison between the different development situation of southern Jiangsu model and Wenzhou model in Private Foundation from the country and society perspective has enlightened us that in the process of the Private Foundation developing to independence there still needs rebuilding the relation between folk organization and government. In the last part, from the country and society perspective to investigate the relationship between the government and private foundations,so as to conclude the new idea of developed area social development and social.
