Research On Performance Evaluation And Optimization Of Local Government Debt Management In Jiangsu Province

With the takeoff of the Chinese economy,the scale of fiscal expenditure is increasing day by day,and the scale of local government debt is also constantly increasing.Establishing an effective financial management system and strengthening local government debt management in the face of high local government debts is an important research topic for the current financial department.In the report of the 19th National Congress of the Communist Party of China,it was pointed out that "we will accelerate the establishment of a modern financial system,establish a central and local financial relationship with clear powers and responsibilities,coordinated financial resources,and balanced regions.We will establish a comprehensive,standardized,transparent,scientific,and binding budget system,and comprehensively implement performance management.The scale and representativeness of local government debt in Jiangsu Province are large.Conducting performance evaluations of local government debt management is conducive to improving the efficiency of financial management and fund utilization in Jiangsu Province.Firstly,introduce the research background,combine it with the research background of local government debt,briefly describe the significance of research on performance evaluation of local government debt management,and elaborate on the current research status and research review.The research on performance evaluation of local government debt management adopts three methods:literature research,model analysis,and comparative research to define core concepts such as local government,local government debt,and performance evaluation.Under the guidance of fiscal decentralization theory,performance evaluation theory,and administrative control theory on local government debt,lay a research foundation,and summarize and organize relevant literature on performance evaluation of local government debt management,summarizing and commenting on relevant research results and methods.Then introduce the current situation of performance evaluation of local government debt management in Jiangsu Province,and provide a detailed overview of the performance evaluation concepts of local government debt management in Jiangsu Province.Secondly,summarize the issues of weak foundation,incomplete performance evaluation indicator system,and insufficient application of performance evaluation results in the performance evaluation of local government debt management.Subsequently,performance evaluation was conducted on the management of local government debt in Jiangsu Province.The three-stage DEA and Malmquist model were used to obtain data on local government debt using the Jiangsu Provincial Budget and Final Accounts Open and Unified Platform.Input variables,output variables,and environmental variables were determined to analyze the use of local government debt.Research the performance evaluation of local government debt in Jiangsu Province from two perspectives:static and dynamic.Use the "4E" principle to comprehensively evaluate local government debt management.Finally,from four aspects:improving the performance evaluation system of local government debt management,optimizing the performance evaluation mechanism of local government debt management,enhancing the evaluation concept of local government debt management,and strengthening the performance evaluation of local government debt management,we propose optimization strategies for the performance evaluation of local government debt management.Studying the performance evaluation of local government debt management in Jiangsu Province can help fill the gaps in local government debt management,improve the level of local government debt scale management,enhance the utilization rate of local government debt,and create a better future for Jiangsu Province through high-quality development.
