The mayor's public telephone is the bridge and link between the Party and the government to care about people's livelihood,listen to people's voice,and sympathize the people's situation.The public makes their apeals through the mayor's public telephone,and the functional departments receive the apeals.The public's satisfaction with the results of the appeals can effectively test the government's ruling ability,which is the barometer of government work.Improving the satisfaction of public appeals is an inherent requirement of government departments to be people-centered and an inevitable choice to establish a service-oriented government.After investigating the reception of mayor's public telephone in Kuancheng District of Changchun,the author learned the following specific situations: the total amount of work orders varies greatly in different industries,different departments undertake different quantities of work orders,the randomness of the sampling check of the intermediary to satisfaction rate is large,the number of intelligent feedback evaluation of small excellent is small,and the sense of public participation in satisfaction evaluation is not strong,according to the questionnaire survey and in-depth interview.Kuancheng District of Changchun has made some achievements in improving the satisfaction of public appeals,but there are still existing some problems and deficiencies in the specific work.The main performance is that there is a gap between the reception results and public expectations,the work order processing quality and the perceived quality have low satisfaction.The supporting resources and the perceptive value are not perfect.This paper by using questionnaire,depth interview,participatory observation and other Research techniques,combining the new public service theory,government process reengineering theory,public satisfaction.on the basis of domestic advanced experience,We can focus on public expectations,shorting the gap between reception and handling,improving the quality and efficiency of handling,the perceived quality,supporting resources and enhance perceived value.
