Research On The Realization Of Public Value Of "run At Most Once" Government Service Reform

Government reform must be guided by the principle of public values.In recent years,government service reform has been carried out by local governments under the deployment of reforms to streamline administration and delegate power,improve regulation and upgrade services,and "One Visit at Most" Reform has been widely promoted.From the overall perspective of improving the service consciousness of government departments,integrating various resources,and improving the quality of government services,it contains the corresponding public value implication.The government meets public demand by supplying services,and pursues public value realization in the process,thus ensuring the right direction for reform.However,public value realization is often affected by complexity or uncertainty,there are many problems in realizing public value of "One Visit at Most" Reform,which also affects government services and public satisfaction.This reform emphasizes the concept of "people-centered" and aims to meet public demand through negotiation and interaction between multiple subjects.Therefore,it is particularly important to explore the path of public value realization for the quality supply of government services and the continuation of the reform.This paper takes "One Visit at Most" Reform as the research object,using the literature method and case method to analyze public value realization of "One Visit at Most" Reform and to explore the path to public value realization.On the basis of clarifying the connotation of reform and the theory of public value,this study takes Zhejiang Province,which is the first to propose "One Visit at Most" Reform,as an example,and takes Government Process Reengineering as a theoretical basis to sort out the entire case and the scale effect caused by it,so as to analyze the manifestation and degree of the process of realizing public value.On this basis,this paper analyze the problems and causes of the public value realization at a general level with the help of triangle model theory,and explore the path of public value realization of this reform in three dimensions,in an attempt to provide a new idea for the promotion of the reform.
