The Public Service is a significant element of modern government functions. With the development of economy and society, the Government’s public service and social management functions are becoming more and more prominent. Providing efficient, high quality, satisfactory service is considered to be the responsibility of the Government’s public sector. Since the reform and opening up policy, the public service functions of Chinese government’s public service awareness and service abilities have been constantly improved. However, comparing with the growth of domestic needs and high quality public services that provided by developed countries, China still has a long way to go. Therefore it is necessary to learn from the successful experience of the UK public service reform and innovation, by which to improve the quality of Chinese public services.Since the late1970s, the British took the lead in the world to launch a sustained, innovative public service reform movement, focused on the reconstruction of the relationships between the government and the market, the Government and the society. Overall, the reform of the United Kingdom Public Service has achieved remarkable success.It has a positive impact on the reform of European and American developed countries. Furthermore, many developing countries are also followed the British model of reform and improved their public service performance. At present, in a critical period of the deepening of reform, China is facing the challenge from structural reconstruction and the transfonrmation of government functions, as well as to deal with a series of deep-seated problems raised by governance system changes. Therefore, it is necessary to learn from the British Public Service practice by critical analyzing and evaluating the success and failure and the framework of public service reform.In terms of improving the Chinese Public Service practice and building a public service oriented government. The main points concluded by analyzing the British reform practices could be a guide of reform pattern innovation and risk avoiding. Firstly, the British reform provides the basis for construction of the public services wherever happened in urban area or enterprise in China. Secondly, in order to establish suitable public services, the government needs to absorb the foreign advanced experiences. Thirdly, The Reform Practice will help to improve the quality and efficiency of our public services which will satisfy the needs of citizens.
