Study On The Government Reform From The Perspective Of New Public Service

Research in the administrative management theory,all the academic arguments involved in the reform of government agencies not to be ignored.Reform of government institutions is the best performance that the superstructure adapts to the economic base , its importance is obvious. with the social, political, economic and cultural patterns are constantly changing, the reform of government institutions should also change with the change of these factors, and shows its unique development model.Complete analysis of the process of reform of government institutions will have a high academic and practical value.As a government management theory which implements citizen-oriented, based on the interests of citizens,introduced the mechanisms for public goods and public services, in essence,new public service is the guiding theory which is the "new public management "abandoned,puting the citizens at the the center of the whole system of governance, emphasizing the changing role of governance that is "services rather than at the helm", naturally, will become the theoretical basis of government reform.This article aims to analyze the specific case of the government institutional reform, contact the new public service theory, use the research methods of theory with practice ,and put forward proposals to change the situation. This paper explain the problems and causes of government reform with a new perspective, through the S city government problems in the reform process that started analysis, combined with new public service.What is more,it research in-depth respectively from the government service functions, government provides services to citizens rather than customers, attention to people and the public interest is the target,and try to put forward solutions to this problem from the building service-oriented government, the introduction of mechanisms for citizen participation,establishing a people-oriented public interest objectives and the establishment of performance evaluation mechanism for the government point of view. The author hope that this paper will improve the effectiveness of the reform government institutions with reference so that ensure successful transformation in the process of institutional reform.
